In the first 6 months of 2025, along with the task of caring for and protecting the legitimate rights and interests of union members and workers, the People's Public Security Trade Union (CAND) also focused on implementing patriotic emulation movements well.
Identifying Party member development as one of the key tasks to improve the Party's leadership capacity and fighting strength in performing political tasks at each agency and unit, trade unions at all levels in the People's Public Security have implemented many solutions to promote the development of Party members among union members.
In May 2025, the People's Public Security Trade Union organized a Forum "Workers and employees in the People's Public Security give comments on building a clean and strong Party and striving to become a member of the Communist Party of Vietnam". The forum was broadcast online from the Hanoi City Police bridge to the Police bridge points of units and localities. Through the forum, union officials and members in the People's Public Security have the opportunity to learn about the glorious tradition of the Party, the historical mission of workers and trade union organizations in the People's Public Security in the new period; express their thoughts, aspirations, propose and recommend solutions to issues related to the lives, jobs and rights of union members and workers in the People's Public Security.
At the enterprise trade union, the creation of a source for developing party members is implemented with its own characteristics. Notably, in March 2025, the People's Public Security Trade Union received the Mobifone Trade Union with 24 grassroots trade unions and 11,261 union members from the Ministry of Science and Technology Trade Union.
To create a source for developing party members, trade unions have launched emulation movements in departments, offices, and production groups to successfully complete production and business plans. In addition, the trade union has innovated many contents and methods of operation, paid attention to political and ideological education, and mass mobilization through forms of propaganda to raise workers' awareness, raise their awareness level, thereby trusting and actively practicing and striving to be in the ranks of the Party...
The movements and activities of the trade union have created conditions and environments for union members to promote their capacity and qualities, while creating motivation to strive properly, thereby selecting positive factors, creating conditions and environments for union members to promote their capacity and qualities, and orientation to strive to discover typical factors, creating a source for developing party members.
As a result, since the beginning of the year, trade unions at all levels in the province have coordinated to introduce 561 outstanding union members for the Party to consider, train and admit.
As of July 1, 2025, after implementing the Project to reorganize and reorganize the Trade Union model in the People's Public Security in the spirit of Resolution No. 60-NQ/TW, Conclusion No. 157-KL/TW, the People's Public Security Trade Union has decreased from 3 levels to 2 levels, ending the activities of 211 grassroots Trade Unions with 15,843 union members in units receiving 100% of their salaries from the State budget. Currently, the People's Public Security Trade Union has 21,135 union members working at 26 trade unions in charge of departments: including 11 trade unions assigned at the grassroots level (the police trade unions of provinces and centrally run cities and a number of trade unions of units under the Ministry).
