On December 16, 2024, the Minister of Education and Training issued Circular 23/2024/TT-BGDDT amending a number of articles of the Regulations on standards of facilities for kindergartens, primary schools, secondary schools, high schools and multi-level general schools issued together with Circular 13/2020/TT-BGDDT.
Circular 23/2024/TT-BGDDT takes effect from January 31, 2025 (ie the 3rd day of Lunar New Year 2025).
Accordingly, amend Clause 2, Article 5 of the Regulations on standards for facilities of preschools issued with Circular 13/2020/TT-BGDDT as follows:
- Kindergartens must have a minimum size of 9 groups and classes and a maximum of 30 groups and classes. For schools in communes in disadvantaged areas, communes with a population of less than 5,000 people and private schools, the minimum size is 5 groups and classes; schools in island areas must have a minimum size of 3 groups and classes;
- Based on local conditions, schools can be arranged in different areas to facilitate children to go to school. Arrange no more than 5 schools; for schools in communes in difficult areas, depending on actual conditions, no more than 8 schools can be arranged; in special cases in areas with difficult terrain, no more than 12 schools can be arranged.
(Currently, Clause 2, Article 5 of the Regulations on material standards on the scale of preschools issued with Circular 13/2020/TT-BGDDT stipulates as follows:
- Kindergartens must have a minimum size of 9 groups and classes and a maximum of 20 groups and classes. For schools in communes in disadvantaged areas, the minimum size is 5 groups and classes;
- Based on local conditions, schools can be arranged in different areas to facilitate children to go to school. Arrange no more than 5 schools; for schools in communes in difficult areas, depending on actual conditions, no more than 8 schools can be arranged.
