In Section 1, Part III of Resolution 18-NQ/TW on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently, issued by the Central Executive Committee, one of the common tasks and solutions for the entire political system in streamlining the State apparatus is:
Build, perfect and implement a healthy, public, transparent and democratic competitive mechanism in appointing and promoting officials and recruiting civil servants and public employees to attract truly virtuous and talented people to work in organizations of the political system.
Conduct preliminary and final reviews and innovate the recruitment, appointment, use, evaluation and implementation of regimes and policies on treatment of cadres, civil servants and public employees; promote salary reform.
Strictly implement the regime of dismissal, removal, resignation, termination or timely replacement of those who lack capacity, moral qualities, do not meet the requirements and standards of the position, and do not complete assigned tasks.
Continue to innovate training content and methods, foster and update knowledge for cadres, civil servants and public employees.
Thus, in the spirit of Resolution 18 on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently, when streamlining the apparatus, there will be innovation in the recruitment and appointment of cadres, civil servants and public employees.
