Regulations on the qualifications of non-professional workers at the commune level are based on Decree 33/2023/ND-CP.

Clause 1, Article 36 of Decree 33/2023/ND-CP stipulates:

Standards, tasks, election, selection, reception, use, management, evaluation, classification, reward, discipline and dismissal, dismissal, and termination of employment for non-professional workers at the commune level

1. Standards

a) Be a Vietnamese citizen, 18 years of age or older; have full civil capacity and be healthy enough to perform assigned tasks;

b) Have good political and ethical qualities; be exemplary in complying with the Party's guidelines and policies, the State's policies and laws; have the capacity to organize the implementation and mobilize local people to effectively implement the Party's guidelines and policies, the State's policies and laws;

c) Not being prosecuted for criminal liability, serving a prison sentence, being reformed without detention, being placed under probation, being subject to educational measures at the commune level or being sent to a medical facility or educational institution;

d) General education qualifications: Graduated from high school;

d) Professional qualifications: Graduated from intermediate level or higher.

Accordingly, part-time workers at the commune level must have the following qualifications:

- General education qualifications: Graduated from high school;

- Professional qualifications: Graduated from intermediate level or higher.
