Mr. Dam The Trung is a part-time cadre at the commune level, Vice Chairman of the Fatherland Front in Chuong My district, Hanoi City. With an intermediate level, additional allowances for part-time jobs, Mr. Trung earns nearly 4 million VND/month.
Having been attached to the commune for more than 16 years, Mr. Trung decided to find a new job and try to stabilize his life before August 1, 2025 - when part-time commune-level cadres will retire.
"At nearly 40 years old, there is nothing super-high in expertise, I know it is not easy but I still proactively send applications to some businesses in the area, I even go to Ha Dong, submit my application at the satellite point of the Hanoi Employment Service Center", Mr. Trung said.
According to Mr. Trung, 2 local businesses have contacted him to invite him for an interview, 1 business discussed him working in the human resources department; 1 business discussed him considering a quality supervision position at the printing workshop. "I am not afraid of anything, as long as I have a stable income, I can't go to work too far," said Mr. Trung.
Also a part-time commune-level cadre like Mr. Trung, Ms. Le Thi Bang (Thanh Tri district, Hanoi), born in 1975, has a monthly allowance of more than 5 million VND. Ms. Bang has been working as a women's worker in the commune for nearly 15 years, then moved to the commune People's Committee office, working at the one-stop department.
For the past 3 years, Ms. Bang and her sister have opened a yoga class at home. "At first, there were only seven students, now we maintain 3 shifts/day, each shift has 25-30 students. Because I use my house as a classroom, I do not have to pay for a house. Every month, after deducting electricity and water bills, management costs, and paying teachers, my sister and I also earn about 14 million VND/person/month.
According to Ms. Bang, many non-professional cadres in the commune where she works have also proactively found new jobs, some have returned to open grocery stores at home; some are still healthy and have found jobs in companies and businesses in the area... "Everyone is proactive because they all agree in principle and are ready for "term 2" with many challenges but also promise many interesting experiences", Ms. Bang said.
Article 34 of Decree 33/2023/ND-CP stipulates the title of non-professional activists of communes, wards and towns (hereinafter referred to as commune level), including 10 titles:
1. Commune-level Party Committee Office;
2. In charge of commune-level communication work;
3. Deputy Commander of the Military;
4. Vice President of the Fatherland Front;
5. Vice President of the Veterans Association;
6. Vice President of the Women's Union;
7. Vice Chairman of the Farmers' Union (for communes and wards and towns with Farmers' Union);
8. Deputy Secretary of the Ho Chi Minh Communist Youth Union;
9. Chairman of the Association of the Elderly;
10. Chairman of the Red Cross Society in communes, wards and towns.
