On April 2, 2025, the Government issued Decree 83/2025/ND-CP amending and supplementing a number of articles of Decree 56/2013/ND-CP dated May 22, 2013 detailing and guiding the implementation of the Ordinance stipulating the State honorary title "Heroic Vietnamese Mothers". The Decree takes effect from April 2, 2025.
Accordingly, Decree 83/2025/ND-CP amends and supplements the end of Clause 1, Article 2 of Decree 56/2013/ND-CP, stipulating more clearly in cases where mothers have husbands and children participating in the army of the enemy, the consideration of giving and posthumously giving must be submitted by all authorities at all levels and there are no complaints, denunciations, recommendations, or reflections from the people, specifically:
In case a mother has a husband or child participating in the enemy's army but complies with the guidelines and policies of the Party and the State, is unified to submit for consideration or posthumously presented by authorities at all levels and has no complaints, denunciations, recommendations, or reflections from the people or has complaints, denunciations, recommendations, or reflections but has been concluded by competent authorities as incorrect, she will still be considered for posthumously awarded or posthumously awarded the State honorary title "Heroic Vietnamese Mothers".
Decree 83/2025/ND-CP also amends and supplements Clause 2, Article 3 of Decree 56/2013/ND-CP on preferential regimes as follows:
If a mother is posthumously awarded the State honorary title of "Heroic Vietnamese Mothers", the receipt of the Certificate, the "Heroic Vietnamese Mothers" Badge and other regimes will be implemented in accordance with the provisions of the law on emulation, rewards and the law on preferential treatment for people with revolutionary contributions.
Previously, Decree 56/2013/ND-CP stipulated that if a mother is posthumously awarded the title of State honor "Heroic Vietnamese Mothers", relatives worshipping her mother will receive a Certificate and Badge of "Heroic Vietnamese Mothers", and enjoy the regimes prescribed by law on emulation, rewards and the law on preferential treatment for people with meritorious services to the revolution.
