Reporting at the 6th (expanded) Executive Committee Conference, term XII, 2023-2028, of the Ho Chi Minh City Confederation of Labor held on the morning of January 8, on the proposed plan to streamline the organizational structure of the Ho Chi Minh City trade union system, Ms. Le Thi Kim Thuy - Vice President of the Ho Chi Minh City Confederation of Labor - said that after the arrangement, the Ho Chi Minh City Confederation of Labor will have 4 specialized committees, 3 fewer than the current number.
For affiliated economic and public service units, after the reorganization, the number of public service units affiliated to the Ho Chi Minh City Labor Federation will be reduced from 23 public service units to 5 units.
The affiliated public service units after the arrangement are autonomous units, and the personnel of the public service units are not included in the assigned payroll of the Ho Chi Minh City Federation of Labor.
Regarding economic units, after the arrangement, the economic units under the Ho Chi Minh City Labor Federation will be reduced from 6 units to 3 units.
For the grassroots trade unions directly above the grassroots level, the district-level Labor Federation model will remain unchanged. The district-level Labor Federation will receive grassroots trade unions from the grassroots trade unions directly above the grassroots level that are subject to the arrangement, and the grassroots trade unions will be fully affiliated to the Ho Chi Minh City Labor Federation.
The district-level Labor Federation is responsible for arranging affiliated grassroots unions according to the arrangement of the district-level and equivalent political system and the direction of the Party Committee.
For trade unions of sectors, departments, blocks, corporations and equivalent levels, establish trade unions at the direct superior level of the grassroots level: Trade unions of Party Agencies, Mass Organizations, People's Councils, and City Justice are trade unions at the direct superior level of the grassroots level directly under the Ho Chi Minh City Labor Federation, including 30 grassroots trade unions with about 6,901 union members from the Party, People's Councils, Fatherland Front, socio-political organizations, justice, and press currently under the Ho Chi Minh City Civil Servants' Trade Union.
The establishment of the Ho Chi Minh City Government Trade Union is a direct superior trade union of the grassroots level directly under the Ho Chi Minh City Labor Federation, consisting of 456 grassroots trade unions and about 87,919 union members received from grassroots trade unions of administrative agencies - management boards, grassroots trade unions under industry, department, block, corporation and equivalent superior trade unions expected to be dissolved; grassroots trade unions at the Department of Education and Training, Department of Health, grassroots trade unions at universities and colleges fully under the Ho Chi Minh City Labor Federation.
Maintain the model of the Trade Union of Export Processing and Industrial Zones of Ho Chi Minh City.
The Trade Union of Export Processing and Industrial Zones of Ho Chi Minh City receives grassroots trade unions in the High-Tech Park and grassroots trade unions in enterprises with State capital of less than 50% of charter capital from the direct superior trade unions of the grassroots expected to be dissolved and headquartered in export processing zones, industrial parks, and high-tech parks.
Dissolve 23 industry, department, block, corporation and equivalent superior trade unions, arrange affiliated grassroots trade unions according to the draft project.
For the comprehensively affiliated grassroots trade unions, retain 10 existing grassroots trade unions; receive 11 grassroots trade unions at key, frontline hospitals in Ho Chi Minh City; receive the Ho Chi Minh City National University Trade Union as a comprehensively affiliated grassroots trade union of the Ho Chi Minh City Labor Federation.
Transfer the remaining 58 fully affiliated grassroots unions to the Ho Chi Minh City Government Labor Union; District Labor Federation or Labor Unions of the City's Export Processing and Industrial Zones according to the headquarters of the units and enterprises located there.
