On the afternoon of April 11, at the training and fostering of professional skills in organizing and coordinating in 2025 organized by the Vietnam General Confederation of Labor (VGCL), Mr. Doan Duc Han - Deputy Head of the Organizing Committee, VGCL informed about the results of developing union members and establishing grassroots trade unions (CDCS) in the first quarter of 2025.
2025 was chosen by the Vietnam General Confederation of Labor as "the year of developing union members and participating in building a strong Party". In particular, the Vietnam General Confederation of Labor sets a goal of actual development of an increase of 1.65 million union members.
According to the Steering Committee on developing union members and establishing grassroots unions, since the beginning of 2025, the Vietnam General Confederation of Labor has organized surveys, statistics, and drafted targets for developing union members and establishing grassroots unions.
The Standing Committee of the Steering Committee of the Vietnam General Confederation of Labor worked with 10 localities with a large number of union members, assessing the impact on socio-economic development, business performance, and labor market in the area to develop development targets.
The Presidium of the General Confederation of Labor issued targets and instructions for implementing the peak month of developing union members, establishing grassroots unions, and introducing outstanding union members to the Party.
Up to now, the majority of provincial-level labor federations, central and equivalent industry unions, and general corporation unions under the General Confederation of Labor have coordinated with relevant agencies and sectors to count and monitor the development of labor growth and decline.
More than 60 units have developed plans to develop union members, established grassroots unions, and some units have proactively developed solutions and quantities to strive to achieve before the General Confederation of Labor allocates targets...
As a result, in the first quarter of 2025, the whole country admitted 183,356 union members. Of which, non-state enterprises admitted 127,226 union members, the informal sector admitted 4,565 union members, the administrative and career sector and state-owned enterprises admitted 14,275 union members.
Regarding the establishment of grassroots trade unions, 1,435 grassroots trade unions have been established nationwide. Of which, non-state enterprises account for the majority with 1,264 grassroots unions, and 108 grassroots unions have been established in the informal sector.
Trade unions at all levels have trained and introduced 16,244 outstanding union members to the Party for consideration of training and admission to the Party. As a result, 9,271 union members were admitted to the Communist Party of Vietnam.
According to Mr. Doan Duc Han, the work of developing union members and establishing grassroots unions in the first 3 months of the year, despite many impacts related to streamlining and merger policies, has recorded some localities achieving high results such as: Bac Ninh Provincial Federation of Labor (increased by 42,000 union members), Binh Duong Federation of Labor (16,100 union members), Bac Giang Federation of Labor (12,000 union members)...

In particular, affecting the implementation of the task of arranging and streamlining the apparatus in the spirit of Resolution No. 18-NQ/TW.
To achieve the goal of developing union members and establishing grassroots trade unions in the second quarter of 2025, the Steering Committee of the General Confederation of Labor has oriented a number of contents for the coming time.
In particular, it is required that units continue to research and advise on the completion of the task of arranging and streamlining the apparatus according to the new model to soon stabilize operations.
Trade unions of provinces, cities and sectors will research and soon establish a team of experts, a network of collaborators, volunteers, and core groups at the grassroots, regional, and local levels to enhance their role and support the development of union members and the establishment of grassroots trade unions.
