Article 25 of Decree 120/2020/ND-CP stipulates the authority and responsibility of Heads of Public Service Units, including:
1. Develop an autonomy Project (including autonomy contents on performing tasks, organizing the apparatus, personnel and finance) of the unit, submit to competent authorities for approval; organize implementation and be responsible to the management agency at the level directly above and before the law for the contents according to the autonomy Project of the unit.
2. Ensure the quality of public service according to the criteria and standards prescribed by competent state agencies.
3. Submit to the competent authority to decide on the establishment and regulation of the functions, tasks, powers, and organizational structure of the Management Board according to regulations.
4. Comply with the regulations on publicity, the responsibility to explain the unit's activities is according to the provisions of law.
