On November 4, information from Nghe An Provincial People's Committee said that it had submitted a plan to continue to reorganize the apparatus of the provincial government according to the direction of the Central Government, the Politburo, the Secretariat and Plan 01 of the Provincial Party Committee Standing Committee.
According to the plan, the whole province currently has 15 departments, branches, sectors and 10 public service units under the Provincial People's Committee (excluding the management boards of investment and construction projects in the area). In particular, the departments of Construction, Industry and Trade, the Provincial People's Committee Office, Justice, Finance and the Southeast Economic Zone Management Board will review and reorganize their affiliated public service units, maintaining only one unit serving the function of state management, the remaining units will ensure regular expenditure.
Some departments such as Agriculture and Environment, Home Affairs, Science and Technology, Culture - Sports and Tourism are proposed to be reorganized according to the roadmap. For 10 public service units under the Provincial People's Committee, 6 units will remain the same, including: Nghe An University, College of Culture and Arts, Land Development Fund, Nghe An Publishing House, Civil and Industrial Project Management Board, Pu Mat National Park; the remaining 4 units will restructure, merge or dissolve a number of internal organizations.
For public service units under the department, in addition to the Department of Education and Training and the Department of Health, each department only maintains one unit serving state management; the remaining units must be financially autonomous or develop a specific roadmap for implementation.
Nghe An province also continues to review, arrange, mobilize and second cadres, civil servants and public employees to the commune level, ensuring effective implementation of the two-level local government model. The transfer must have a clear plan and roadmap, in which priority must be given to the missing leadership and professional positions, with a secondment period of 6 months to a maximum of 3 years according to regulations.
