Article 24 of Decree 120/2020/ND-CP amended by Article 11 of Decree 283/2025/ND-CP (effective from November 1, 2025) stipulates as follows:

2. Chairman of the Provincial People's Committee
a) Regulate the functions, tasks, powers and organizational structure of public service units as prescribed in Point c, Clause 4, Article 2 of this Decree and other public service units as prescribed by specialized laws;
b) The decision to appoint the Chairman and other members of the Board of Directors in public service units that self-insure regular and investment expenditures and other public service units shall be decided by the Provincial People's Committee according to the provisions of Point b, Clause 1, Article 7 of this Decree.
3. The People's Committee at the commune level decides to establish, reorganize, dissolve and regulate the functions, tasks, powers and organizational structure of public service units as prescribed in Clause 5, Article 2 of this Decree in accordance with the provisions of law; approve the Project of autonomy of public service units under its management; guide, inspect and supervise the implementation of the Project according to the approved Project.
The People's Committee at the commune level decides to establish, reorganize, dissolve and regulate the functions, tasks, powers and organizational structure of public service units as prescribed in Clause 5, Article 2 of Decree 120/2020/ND-CP amended by Decree 283/2025/ND-CP in accordance with the provisions of law; approve the Project of autonomy of public service units under its management; guide, inspect and supervise the implementation of the Project according to the approved Project.
