Why is the contract term reduced?
Recently, many teachers in Thanh Hoa province (signing labor contracts according to Decree 111/2022/ND-CP dated December 30, 2022 of the Government) have expressed concern that the contract signing period has been reduced from 12 months to 9 months (by May 31, 2025, the contract will expire and will not be signed for another 3 months in the summer).
Through research, in Thanh Hoa, there are currently many teachers whose contract terms have been reduced. The reason is that on December 31, 2024, the People's Committee of Thanh Hoa province issued a decision to assign the number of contract workers working as teachers to receive financial support at public preschools and general education institutions according to Decree 111, with implementation period from January 1, 2025 to May 31, 2025. Therefore, units and localities have adjusted the previously signed contract term down, only until May 31, 2025.
Talking to labor, the representative of the People's Committee of Thanh Hoa Province said that signing a contract for teachers in the past time is just a temporary step to solve the shortage of teachers, including those who have retired, have no jobs or have not yet an official at any unit. These are contracts according to the school year to compensate for the shortage of teachers. The signing of the contract is also based on the fiscal year, so on December 31 is the end of the fiscal year. In order to have funding for the second semester, the units must extend the contract and allocate additional funds.
There are currently the difference between two forms: Fiscal year contracts (from the beginning of the year to the end of the year) and actual contracts according to the school year (from September last year to May next year). The principle is signed by the school year, but only calculating the time of the main course, paid from the provincial budget. As for summer vacation time, if the schools need it, they must ensure funding themselves.
The province is also assigning the Department of Home Affairs and the Department of Education and Training to synthesize the needs and proposals of localities to base on legal regulations, thereby having appropriate solutions and further explain to teachers - representative of the People's Committee of Thanh Hoa province.
Spending tens of billions of VND to pay salaries
Regarding teachers signing contracts under Decree 111, many cases have been delayed in paying salaries from January 2025 to March 2025.
To solve this problem, at the end of March 2025, the People's Committee of Thanh Hoa province issued a decision approving the supplementary budget to support the payment of salaries, allowances and contributions to teachers' contract workers (phase 1 of 2025). The total estimated support budget is nearly 53 billion VND, taken from the expenditure for education, training and vocational training in the provincial budget estimate for 2025 (customary for contract teacher recruitment according to Decree 111 and other arising tasks).
Accordingly, 14 localities received support funds in the first phase. Some localities with large support levels such as Hoang Hoa district (more than 10 billion VND), Quang Xuong district (more than 7 billion VND), Nghi Son town (more than 5 billion VND), Ba Thuoc district (more than 4.5 billion VND)...
The Department of Finance is fully responsible to the Provincial People's Committee, the Chairman of the Provincial People's Committee and inspection, examination, auditing agencies and relevant agencies for accuracy, legality, reported data and ensuring conditions, standards and norms in accordance with regulations.
For the People's Committees of districts and towns that are supplemented with funding, they are responsible for managing and using the correct regimes, policies, conditions, standards and norms; ensuring thrift, efficiency, publicity, transparency, preventing loss and waste and making final payments in accordance with current regulations.
