Mr. N.V.T has been teaching under a contract since 2014, with social insurance contributions. In 2020, Mr. T was specially recruited into the payroll. Mr. T asked: "Is the time to calculate my seniority allowance regime from the year I was enrolled or from the time I taught a contract? ".
The Ministry of Education and Training responded to this issue on the Government Electronic Information Portal as follows:
The seniority allowance regime for teachers is implemented according to the provisions of Decree No. 77/2021/ND-CP dated August 1, 2021 of the Government. Accordingly, teachers participating in teaching and education who have paid compulsory social insurance for 5 years (60 months) are entitled to seniority allowances equal to 5% of their current salary plus leadership position allowances and seniority allowances exceeding the framework (if any).
Mr. N.V.T was recruited as a civil servant in the education sector in 2020. Thus, when appointed to the professional title of teacher, (excluding probationary period), if he has paid 60 months (5 years) of compulsory social insurance, he will be considered for seniority allowance as a teacher. The time of consideration is from 2014.
