The Provincial Federation of Labor (PFF) plans to establish a Charity Fund to support union members and workers in difficult circumstances.
The fund will sponsor welfare, help families in particular in difficulty, children of workers with serious illnesses, and support the construction and repair of houses.
The plan contributes to the implementation of social security policies, while enhancing the prestige and image of the trade union organization. All fund revenue and expenditure must be transparent and public.
The fund establishment process includes many steps: seeking opinions from the Standing Committee of the Provincial Federation of Labor, collecting opinions from the Provincial Party Committee and the General Confederation of Labor, organizing the election of the founding Committee, submitting a Proposal for Property contributions and requesting a license to the Provincial People's Committee.
The dossier includes a request, a draft charter and a commitment to contribute assets. After granting the license, the fund will engrave a stamp, open a bank account and publish the information in the press for 30 days.
The Executive Committee will nominate a Fund Management Board with at least 3 members, deciding on the rights and obligations of the fund.
The Provincial People's Committee will recognize the eligibility for operation. The establishment of the fund is implemented in accordance with Decree 93/2019/ND-CP and amended in Decree 136/2024/ND-CP, with the coordination of relevant sectors.
