Article 48. Components and operating principles of the Council for considering and awarding awards of ministries, branches and localities for science, technology and innovation
1. The award review council was established to organize the evaluation and selection of scientific, technological and innovative works. The composition of the Council is stipulated as follows:
a) The Council consists of Chairman, Vice Chairman and members. The members are managers, scientists, and experts with appropriate professional qualifications, knowledgeable in the field of the proposed project, the number of Council members is decided by the ministry, branch, and locality;
b) Council members do not have rights or interests directly or indirectly related to the proposed award results, or have other reasons that affect the objectivity and transparency in the selection process;
c) If necessary, the competent person to establish the Council may invite representatives of the agency or organization that has applied the scientific, technological and innovation works to attend the Council meeting to provide more information and professional opinions.
2. Principles of the Council's activities:
a) The working council follows the principles of fairness, democracy, and objectivity; the voting is conducted in the form of secret ballot;
b) The Council meeting shall only be held when at least three-quarters of the total number of members attending. The meeting must be chaired by the Chairman of the Council or Vice Chairman authorized in writing by the Chairman;
c) The proposed work of science, technology and innovation for award consideration must reach at least 80% of the total number of Council members present at the meeting to vote in favor. In case the proposed projects have the same percentage of votes and exceed the award structure (if any), the Organizing Council will vote again to select.
