Enhancing the responsibility of business owners and employees in union development work
In Ninh Binh province, there are currently about 135,000 workers and civil servants. The whole province of Ninh Binh has 13 trade unions at the grassroots level, including 8 district and city trade unions, 4 industry trade unions and 1 industrial park trade union, 1,114 grassroots trade unions with a total of 114,206 union members. In 2024, the Ninh Binh Provincial Labor Federation was assigned by the Vietnam General Confederation of Labor to develop 11,300 new union members.
Mr. Duong Duc Khanh - Chairman of the Ninh Binh Provincial Federation of Labor - said that identifying the work of developing union members and establishing grassroots unions is one of the key tasks of the Trade Union organization. Based on the directives and instructions of the Vietnam General Confederation of Labor and the Ninh Binh Provincial Party Committee, since the beginning of the year, the Standing Committee of the Ninh Binh Provincial Federation of Labor has strengthened the direction and implementation of the work of developing union members and establishing grassroots unions.
In particular, directing trade unions at all levels to survey and grasp the situation of labor and enterprises. Strengthening propaganda, mobilization, persuasion, raising awareness and responsibility of business owners and employees for the work of developing union members and establishing grassroots trade unions.
“Every year, the Ninh Binh Provincial Federation of Labor assigns specific targets to all levels of unions and requires units to resolutely and focus on implementing solutions to develop union members and establish grassroots unions to fulfill the set targets and plans... However, the entire Ninh Binh province has only recruited 6,525 union members, reaching 30.9% of the target assigned by the Vietnam General Confederation of Labor,” said Mr. Khanh.
Accelerating the development of union members
Faced with this reality, during a working session with the leaders of the Vietnam General Confederation of Labor on leadership and direction of the work of developing union members and establishing grassroots unions, Mr. Mai Van Tuat - Standing Deputy Secretary of the Ninh Binh Provincial Party Committee suggested that in the coming time, the Provincial Confederation of Labor should make efforts to implement fundamental solutions to increase the number of newly admitted union members. Removing difficulties to accelerate the work of developing union members, in order to achieve the union member development target assigned by the Vietnam General Confederation of Labor in 2024.
According to the Standing Deputy Secretary of the Provincial Party Committee, in addition to the tasks and solutions being implemented such as: Perfecting the steering committee for developing union members, establishing grassroots unions; assigning specific responsibilities to members of the Standing Committee, members of the Executive Committee in charge of units and localities; coordinating with functional agencies to do a good job of propaganda and mobilization to develop union members, establish grassroots unions... The Standing Committee of the Ninh Binh Provincial Federation of Labor needs to soon organize a thematic conference to discuss developing union members and establishing grassroots unions in the province, in which leaders of district Party Committees, city Party Committees, affiliated Party Committees and sectors are invited to participate to determine the responsibilities of each agency and unit.
At the same time, organize a joint conference between the Standing Committee or Executive Committee of the Provincial Federation of Labor and the Standing Committee or Executive Committee of the Provincial Business Association to mobilize the participation of enterprises in the work of developing union members and establishing grassroots trade union organizations. Research, meet, exchange with individuals, and skillfully mobilize leaders of enterprises with conditions to develop trade union organizations and union members.

Continue to innovate and adopt new methods in developing and managing union members… Strive to complete the assigned targets on developing union members and establishing grassroots trade unions in 2024” - Standing Deputy Secretary of Ninh Binh Provincial Party Committee Mai Van Tuat emphasized.
