The latest deadline for issuing electronic social insurance books

The social insurance book will be issued electronically, the latest deadline for issuing the book is January 1, 2026 and will have the same legal value as the social insurance book in paper form.

The 2024 Law on Social Insurance stipulates that social insurance agencies are responsible for: Issuing models of social insurance books, models of compulsory social insurance records, voluntary social insurance, unemployment insurance after receiving consensus from the Ministry of Labor, War Invalids and Social Affairs (now the Ministry of Home Affairs).

Based on the provisions of the Law on Social Insurance 2024, in order to promptly issue electronic social insurance books, Vietnam Social Insurance has proactively researched, proposed, and asked for the Ministry's opinion on the Draft Electronic Social Insurance Book mau in Official Letter No. 4756/BHXH-TST.

In Clause 2, Article 8 of Decree No. 164/2025/ND-CP dated June 29, 2025 regulating electronic transactions in the field of social insurance and the National Database on Insurance, the electronic version of the social insurance book is a social insurance book created by the Ministry of Finance by electronic means.

Electronic social insurance books contain information and have legal value like paper social insurance books. It is expected that the process of issuing and managing electronic social insurance books will not change compared to previous regulations.

In case of detecting fraud or forgery, the social insurance agency will temporarily revoke the electronic social insurance book based on the database to ensure the rights and management of information participating in social insurance of employees is accurate and transparent.

The implementation of electronic social insurance books aims to implement the Party and State's policies on administrative procedure reform, information technology application, etc.

For social insurance participants, they can regularly monitor and promptly update the results of social insurance, unemployment insurance (UI), occupational accident and disease insurance payment anytime, anywhere and can use an electronic social insurance book to carry out related administrative procedures in the electronic environment.

On the other hand, workers save time by not having to reissue social insurance books if they are unfortunately lost or damaged. At the same time, it is not required to preserve it like a paper social insurance book and do not have to present a paper social insurance book when completing procedures to pay for social insurance and unemployment insurance regimes.

For employers, the workload arising from performing administrative procedures related to the issuance of social insurance books to employees is reduced.

For social insurance agencies, electronic books are provided on the VNEID and VssID applications to help save costs on printing and issuing social insurance books, paper health insurance cards and reduce human resources for issuing books and cards.

In particular, resolving the situation of buying, selling, mortgaging, transferring, and mortgaging social insurance books that affect the rights of employees.

When data is connected with the Employment Service Center, it will promptly detect and prevent the settlement of unemployment insurance benefits that are not in accordance with regulations. Database storage also facilitates, making it easy to look up, track, check, and reduce file storage space.

For Employment Service Centers: Deploying electronic social insurance books on VNEID and VssID applications, connecting data between the Employment Service Center and the social insurance agency, can completely allow participants to submit documents online without having to go directly to the Employment Service Center, reduce the load on the Employment Service Centers and facilitate participants.
