Mr. Do Tien (Thai Binh) asked: I was discharged from the army in 1977 and am currently the Vice President of the Commune Veterans Association. I was granted a health insurance card for a particularly disadvantaged commune in the coastal area (DK2). Now, I want to be granted a health insurance card with code CB, is that possible?
Vietnam Social Security (VSS) replied:
Clause 7, Article 1 of the 2014 Law on Health Insurance stipulates: "In case a person simultaneously belongs to many different health insurance participants specified in Article 12 of this Law, he/she shall pay health insurance according to the first subject that the person is identified in the order of the subjects specified in Article 12 of this Law".
According to the order of subjects participating in health insurance, war veterans (CB) are determined to be in order before people living in areas with especially difficult socio-economic conditions (DK).
Therefore, in case the reader is a veteran as prescribed in Clause 4, Article 3 of Decree No. 146/2018/ND-CP. Therefore, we recommend that the reader contact and provide proof documents to the People's Committee of the commune or ward where he/she resides for consideration and settlement of the list of health insurance cards for veterans.
