The standards for main doctors (grade II) from December 18, 2025 are guided in Circular No. 41/2025/TT-BYT.

Clause 2, Clause 3, Article 5 of Circular No. 41/2025/TT-BYT (effective from December 18, 2025) stipulates the main doctor (grade II), code: V. 8:0001.02 as follows:

2. Standards on training and fostering qualifications:

a) Graduated as a level I specialist or a master's degree in Medicine (except for preventive medicine and epidemiology); Master's degree in Dentistry;

b) Having a training certificate according to the professional title standards of a doctor or having a license (certificate) to practice medical examination and treatment.

3. Competency and professional standards:

a) Understand the Party's viewpoints, guidelines, policies and laws of the State on the work of protecting, caring for and improving people's health; grasp the orientation for developing specialized technical expertise;

b) Have the skills to diagnose, treat, monitor and provide specialized emergency care;

c) Organize, implement consultation, health education, care, protection and improvement of people's health;

d) Have the ability to gather resources to carry out tasks;

d) Have the capacity to preside over or participate in performing scientific and technological tasks at all levels;

e) Having basic information technology skills and being able to use foreign languages (or being able to use ethnic minority languages for civil servants working in ethnic minority areas) according to the requirements of the job position.
