Hanoi Department of Education and Training informs about the 10th grade enrollment plan for the 2026-2027 school year
The Hanoi Department of Education and Training plans to organize the 10th grade entrance exam for the 2026-2027 school year at the end of June 2026, later than every year. The adjustment is to comply with the 2026-2027 school year time frame of the Ministry of Education and Training and help grade 9 students have more review time.
Because the 2026 high school graduation exam will take place early (September 11-12). If Hanoi keeps the old 10th grade exam schedule, the two exams can overlap or be too close together. Resident doctors are elite but not recognized in the graduation system
The Ministry of Education and Training said that medical training programs such as resident doctors, I specialties, II specialties... are postgraduate vocational training managed by the Ministry of Health, aiming to form professional competence, not a new academic degree in the national education system. The Ministry warned that including these programs in the National Qualificate framework such as master's and doctoral can disrupt the consistency of the degree system, making it difficult for international recognition and reducing training quality due to separation from the practice environment.

On the contrary, many National Assembly deputies, including Deputy Minister of Health Nguyen Tri Thuc, affirmed that resident doctors are the elite of the medical industry, and cannot be considered a practice certificate. The delegate said that this force is the core of the medical examination and treatment system, and comparing specialized training with certificates is simply untrue, not reflecting the value of specialized practical training programs.

The Ministry of Education and Training proposes to grant full scholarships to doctoral students in the Draft Law on Higher Education as amended to improve the quality of training. The Ministry said that the results of doctoral training depend largely on the time of research and financial support. Meanwhile, the rate of doctoral admissions over the years has been very low (only reaching 50-57%), students still have to pay tuition fees 2.5 times higher than university fees.

Some National Assembly deputies such as Mr. Hoang Van Cuong (Hanoi delegation) supported the scholarship policy to help full-time graduate students focus on research. However, he proposed that the State should allocate funding according to key research tasks, and assign training institutions to select appropriate graduate students. At that time, the research institution will pay scholarships, instead of being granted directly from the State budget, helping to create more cohesive and applicable research products.
Delegate Nguyen Thi Tuyet Nga (Quang Tri delegation) agreed that this is a breakthrough policy but was concerned because there were no clear data, resources and implementation mechanisms in the resolution documents.
