3 breakthroughs for the 2025-2030 term
On the morning of August 29, the Party Committee of the Vietnam General Confederation of Labor (VGCL) held a conference to research, study, disseminate and propagate the Resolution of the First Party Congress of the VGCL, term 2025-2030 and disseminate Directive No. 50-CT/TW, dated July 23, 2025 of the Secretariat on continuing to innovate and improve the quality of Party cell activities in the new period.
At the conference, Mr. Nguyen Dinh Khang - Member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Party Committee Secretary, President of the Vietnam General Confederation of Labor informed about 3 major contents: thoroughly grasping the basic contents of the Resolution of the 1st Party Congress of the General Confederation, term 2025-2030; basic information of the 12th Central Conference of the 13th Party Central Committee; information on the results of implementing the Central Committee's policies, resolutions and conclusions.
Regarding the basic contents of the Resolution of the 1st General Confederation Party Congress, term 2025-2030, Mr. Nguyen Dinh Khang said that the 1st Party Congress of the Vietnam General Confederation of Labor, term 2025-2030, will take place in 1 day with 150 official delegates attending with the motto "Solidarity - Democracy - Innovation - Creativity - Development". The Congress worked in a sense of responsibility and democracy. The Congress unanimously voted to pass the Resolution with the theme "Building a clean and strong Party Committee; innovating thinking and vision; contributing to building a modern and strong working class in the new era".
The Congress has identified the goals for the next 5 years; agreed to approve 8 targets and 8 groups of tasks and solutions and 3 breakthroughs. In which, 3 breakthroughs are:
Innovation in thinking and vision; promoting innovation in the spirit of Resolution No. 57-NQ/TW; strongly applying digital transformation in the activities of the Party Committee and propagating, gathering, and serving union members and workers.
Focus resources to participate in developing and proposing policies and laws; focus on policies to improve workers' vocational skills, participate in building a modern productive force, meeting the requirements of national development in the new era.
Comprehensively improve the quality of Party cell activities, strongly innovate thematic Party cell activities.
Implement the implementation of the organization and apparatus of the trade union, ensuring the content and progress
Mr. Nguyen Dinh Khang also informed the basics of the 12th Central Conference of the 13th Party Central Committee; informed the results of implementing the Central Committee's policies, resolutions and conclusions related to the Trade Union organization.
Accordingly, since implementing Plan No. 04 dated November 13, 2024 and Conclusion No. 09 dated November 24, 2024 of the Central Steering Committee on summarizing Resolution No. 18 on continuing to innovate and reorganize the apparatus of the political system, the Party Committee of the General Confederation of Labor has implemented the reorganization of the trade union apparatus, ensuring content and progress.
In phase 1 (November 13, 2024 - December 28, 2024), the General Confederation of Labor completed the summary report of Resolution No. 18, developed Project No. 03 to the Politburo on the arrangement of the trade union apparatus. On December 28, 2024, the Politburo issued Decision No. 211-QD/TW on the functions, tasks, and organization of the General Confederation Agency.
Phase 2 (14.2.2025 - 12.4.2025), implementing Conclusion No. 126-KL/TW dated February 14, 2025 and Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo, the Secretariat, the Party Committee of the General Confederation focused on directing the arrangement of the apparatus of departments and affiliated units, giving comments on the Project to reorganize the Fatherland Front agencies and Central organizations. Results: at the General Confederation of Labor, the work of the departments was reorganized from 6 departments to 2 departments (Union Work Committee and Labor Relations Committee), amending the tasks of the departments to suit the new model. End the activities of the Vietnam Civil Servants' Trade Union; do not establish trade unions in state administrative agencies, armed forces, and public service units that receive 100% of salaries from the budget. Reduce union fees from 1% to 0.5%; employers pay according to regulations.
Regarding public service units and enterprises: Direct the implementation of converting the General Confederation of Labor Guest House into a business unit; add tasks of the Institute of Occupational Safety and Hygiene Sciences; transfer the Institute for Strategic Research and Labor Magazine - Trade Union to the Vietnam Fatherland Front; Trade Union Project Management Board under the General Confederation.
In phase 3 (from April 12, 2025 to present), implementing Resolution No. 60-NQ/TW dated April 12, 2025 of the 13th Party Central Committee and Conclusion No. 157-KL/TW dated May 25, 2025 of the Politburo, the Party Committee of the General Confederation and the Presidium of the General Confederation issued nearly 20 documents related to the arrangement of organization, finance, assets, and cadres; advised the Letter of Comrade Do Van Chien to the Secretaries of the Provincial Party Committee and the City Party Committee on the necessity of establishing a model of the Industrial Parks Trade Union Committee at the Provincial and Municipal Labor Confederations.
The Party Committee of the General Confederation of Labor completes Project No. 01-DA/DUTLD dated May 21, 2025 on establishing a model of trade unions in provinces and centrally run cities; Project No. 02-DA/DUTLD dated May 21, 2025 on arranging the apparatus of the General Confederation Standing Committee to operate effectively; reviewing the functions and tasks transferred to the advisory committees of the Fatherland Front, and expected the number of civil servants transferred. Approving the Project to end the activities of the Vietnam Civil Servants' Trade Union, the Project to organize and operate the Trade Union in the Vietnam People's Army; assigning the People's Public Security Trade Union to advise on the development of the Project to reorganize the Trade Union in the People's Public Security in accordance with Resolution No. 60.
Regarding staffing, develop a plan for the General Confederation of Labor Standing Agency, transfer some positions to the Fatherland Front; receive 14 civil servants from the Vietnam Civil Servants' Trade Union. At the same time, promptly resolve policies for cadres, civil servants, and workers who retire at will.
The Party Committee of the General Confederation of Labor has proactively proposed policies for full-time trade union officials who sign professional and technical labor contracts due to the impact of restructuring and streamlining the apparatus. Implementing Conclusion 174-KL/TW dated July 4, 2025, the Party Committee of the General Confederation of Labor directed the sending of recommendations to the Ministry of Home Affairs, the Standing Committee of the Party Committee of the Fatherland Front, and central organizations to propose that the Politburo supplement beneficiaries according to Decree No. 178 and Decree 67 for full-time trade union officials signing professional and technical labor contracts due to the impact of restructuring and streamlining the apparatus.
Implementing Conclusion 183-KL/TW dated August 1, 2025, the Party Committee of the General Confederation of Labor continues to direct the Trade Unions of provinces and branches to proactively adhere to their functions and tasks, ensuring an effective and smooth apparatus; directing the trade unions to urgently review and reorganize the organizational model of a streamlined and efficient apparatus, arrange staff, resolve policies for cadres affected by the arrangement and streamlining of the apparatus.
Regarding some results achieved in implementing the arrangement and streamlining of the apparatus, the General Confederation previously had 6 committees, now the arrangement has 2 committees directly advising on trade union work with the new committee name: the Trade Union Working Committee and the Labor Relations Committee established by the Standing Committee of the Central Committee of the Vietnam Fatherland Front, under the leadership and direction of the Standing Committee, the Presidium of the Central Committee of the Vietnam Fatherland Front and directly and regularly the Standing Committee, the Standing Committee (formerly the Presidium), the Executive Committee of the Vietnam General Confederation of Labor.
At central and equivalent industry unions, the trade unions of corporations under the General Confederation of Labor have arranged the first phase to have 58 departments and equivalents. In the coming time, the Party Committee and the Presidium of the General Confederation of Labor will direct the continued arrangement and streamlining of the apparatus to suit the industry and gathering subjects.
The provincial and municipal Labor Federations have streamlined the organizational structure to have 49 departments in 34 provinces and cities, of which: There are 15 provincial and municipal Labor Federations establishing 2 departments (Union working boards, industrial park union boards), the remaining 19 provincial and municipal Labor Federations establishing 1 committee are union working boards.
Commune, ward and special-zone trade unions: there are 699 communes, wards and special-zone areas eligible to establish trade unions; in which, provincial-level labor federations have established: 395 commune, ward, special-zone and central trade unions (specifically: 120 communes, 232 wards, 5 special-zone areas, 38 centers).
The total number of grassroots trade unions after the arrangement according to Resolution 60-NQ/TW dated April 12, 2025 is: 60,582 grassroots trade unions; the number of grassroots trade unions is: 948 grassroots trade unions. Reduced 62,703 grassroots trade unions and about 2.6 million union members compared to before the time of implementing the restructuring and streamlining of the apparatus.
Streamlining, but must improve the capacity of civil servants
Informing at the conference, Mr. Nguyen Dinh Khang recalled the 5 directives of Mr. Do Van Chien - Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front (FFF), Central organizations, Chairman of the Central Committee of the Vietnam Fatherland Front - giving a speech at the 1st Party Congress of the Vietnam General Confederation of Labor, term 2025-2030.
First, it is necessary to thoroughly grasp the guiding ideology of General Secretary To Lam: The new apparatus must have a new mindset, new way of doing things and new efficiency - this is a very strong direction of the General Secretary. The arrangement and streamlining of the apparatus without changing awareness and thinking cannot be implemented and completed.
Secondly, the Party Committee of the Vietnam General Confederation of Labor must comprehensively lead ideological work, thereby doing a good job in Party building and performing well political tasks.
Third is that each cadre and party member overcomes difficulties, determines the right working motivation, innovates thinking and working methods to meet the requirements in the new revolutionary period.
"Many times, the General Secretary has emphasized: Streamlining, but must improve the capacity of civil servants. The General Secretary once said that it is impossible to let state agencies be a place of residence for cadres and party members with weak abilities and working spirit that does not meet requirements" - Mr. Nguyen Dinh Khang said.
The fourth content that Mr. Do Van Chien directed was that the Party Committee of the Vietnam General Confederation of Labor did a good job in Party building, leading the implementation of political tasks of the entire Party Committee, synchronously implementing solutions to improve the quality of Party cell activities, especially thematic activities.
Fifth is the desire for the Party Executive Committee to continue to unite and strive to fulfill its tasks well.
