On the afternoon of June 28, the Ho Chi Minh City Labor Federation held a conference to announce the decision to end the operation and lower the level of the trade union directly above the grassroots level under the Ho Chi Minh City Labor Federation.
Accordingly, the Ho Chi Minh City Labor Federation decided to dissolve and terminate the activities of the Executive Committee, Standing Committee, and Inspection Committee of 26 trade unions at the grassroots level from July 1, 2025. At the same time, the Ho Chi Minh City Labor Federation also decided to downgrade 9 trade unions at the grassroots level.
Speaking at the conference, Mr. Vo Khac Thai - Chairman of the Ho Chi Minh City Labor Federation - emphasized that in order to prepare for the official operation of the two-level local government model from July 1, 2025, in the past time, the Ho Chi Minh City Labor Federation has developed and implemented plans, projects and solutions in accordance with the practical situation; focused on urgently implementing the organizational work, implementing many tasks to ensure continuous and effective operation, ensuring the role of representation, caring for the legitimate and legal rights and interests of workers in the new context.
Notably, the work of reviewing and advising on the arrangement of the trade union apparatus in Ho Chi Minh City, Ba Ria - Vung Tau province and Binh Duong province is prominent, associated with the arrangement and consolidation of provincial administrative units according to the requirements of the Central Government.
In the coming time, trade union activities will have many innovations with grassroots trade unions being the core. The trade union organization will continue to innovate its activities, no matter where or in what position the Ho Chi Minh City trade union organization is located, each trade union officer will continue to promote the tradition to represent, protect, and care for the legitimate and legal rights and interests of union members and workers.

On this occasion, the Ho Chi Minh City Labor Federation presented gifts of gratitude to 35 presidents and vice presidents of trade unions at the grassroots level directly under the Ho Chi Minh City Labor Federation.
At the same time, the decision to retire and retire from work was presented to 43 union officials who were entitled to retire under the regime of Decree 178/2025/ND-CP. These are union officials who have had a long, dedicated and responsible working process, actively contributing to the development of the city's union organization and movement.
