Responsibility of the Ministry of Public Security for civil defense

The Lao Dong Newspaper Legal Consulting Office replied:

Article 46 of Decree 200/2025/ND-CP detailing a number of articles of the Law on Civil Defense (effective from August 23, 2025) stipulates the responsibility of the Ministry of Public Security as follows:

1. Preside over and coordinate with relevant ministries, branches and local authorities to develop plans and solutions and organize the implementation of tasks to ensure political security, social order and safety in areas and areas where incidents and disasters occur.

2. Direct the police force to develop a civil defense plan; coordinate with armed forces and related units to organize forces and means to be ready to respond to incidents and disasters according to regulations.

3. Preside over research on plots and tricks of hostile and opposing forces that take advantage of incidents and disasters to incite the fight against sabotage; propagate and exchange information so that ministries, branches and localities can propagate to the masses to be aware and prevent.

Thus, the Ministry of Public Security has the above responsibility towards civil defense.
