Article 2 of Circular 87/2011/TT-BQP stipulates the subjects of application as follows:
Subjects of application
1. The Commander and Deputy Commander of the Commune-level Military Command have not received undergraduate or university training in the military.
2. Other subjects in the planning source are officers of the Commune-level Military Command.
a) Commanders and militia officers of the core self-defense force or who have completed their duty to join the core self-defense militia;
b) Sub-commissioned officers and soldiers who have completed their service;
c) Reserve officers who have not been classified as reserve units for encouragement;
d) Cadres, youth union members, and party members working at the grassroots level.
3. Commune-level military commands; Military commands of districts, towns and cities under the province (hereinafter referred to as District Military Commands); Military commands of provinces and centrally run cities and the Ho Chi Minh City Command (hereinafter referred to as the Provincial Military Command); Commands of military zones, Hanoi Capital Command, training schools and Provincial People's Committees.
Thus, the Commander of the Commune-level Military Command must participate in the military officer training program if he has not completed college or university training in the basic military.
