Clause 1, Article 51 of Decree 170/2025/ND-CP stipulates:
Regime and policies for rotated civil servants
1. Civil servants who are transferred to another position and have a new position allowance lower than the position allowance they held before the transfer will have their current position allowance reserved during the transfer period.
2. Civil servants on the rotation to work in mountainous areas, border areas, islands, remote areas, ethnic minority areas, and areas with particularly difficult socio-economic conditions are entitled to preferential regimes and policies according to the provisions of law.
3. rotated civil servants are entitled to policies on housing arrangement, travel support, living expenses and other policies (if any).
4. rotated civil servants with outstanding achievements (with specific initiatives and work products recognized by competent authorities) are considered for early salary increase according to the provisions of law; given priority when considering post- rotation work arrangement.
Thus, civil servants are allowed to retain the current position allowance during the rotation period when civil servants are transferred to another job position with a new position allowance lower than the position allowance they were assigned before the rotation.
According to the definition of the Law on Cadres and Civil Servants 2025, rotation is the act of competent agencies and organizations assigning or appointing cadres and civil servants in leadership and management positions and leadership and management positions at other agencies, organizations and units for a certain period of time to continue training, fostering and practicing according to task requirements or according to the requirements of the planned position.
