In case of increasing social pension benefits from VND 500,000 to VND 650,000/month according to Resolution 63 of the Hanoi People's Council.

Resolution 63/2025/NQ-HDND stipulating the standard level of social assistance and social assistance policies of Hanoi City takes effect from January 1, 2026.

Article 7 of Resolution 63/2025/NQ-HDND stipulates the level of additional monthly support for those receiving social pension benefits as follows:

Additional monthly support levels for people receiving social pension benefits

1. Subjects of application: People receiving social pension benefits according to the provisions of the Law on Social Insurance No. 41/2024/QH15 and Decree No. 176/2025/ND-CP dated June 30, 2025 of the Government detailing and guiding the implementation of a number of articles of the Law on Social Insurance on social pension benefits.

2. Subjects receiving social pension benefits are supported with an additional monthly support of VND 150,000 (in addition to state policies) to ensure the total benefit is equal to the standard level of social assistance of Hanoi city and is entitled to receive Tet gifts like social protection beneficiaries according to the City's policy.

Currently, the social pension subsidy level according to Decree 176/2025/ND-CP is 500,000 VND/month.

Article 21 of the Law on Social Insurance 2024 stipulates:

Subjects and conditions for receiving social pension benefits

1. Vietnamese citizens are entitled to social pension benefits when they meet the following conditions:

a) From 75 years old or older;

b) Not receiving monthly pension or social insurance benefits, except in other cases as prescribed by the Government;

c) Having a written request to receive social pension benefits.

2. Vietnamese citizens aged 70 to under 75 who are poor or near-poor households and meet the conditions specified in Point b and Point c, Clause 1 of this Article are entitled to social pension benefits.

3. The National Assembly Standing Committee decided to gradually reduce the age of receiving social pension benefits based on the Government's proposal in accordance with socio-economic development conditions and the capacity of the state budget in each period.

4. The Government shall detail Clause 2 of this Article.

In addition, Article 2 of Decree 176/2025/ND-CP stipulates:

Subjects and conditions for receiving social pension benefits

Subjects and conditions for receiving social pension benefits as prescribed in Article 21 of the Law on Social Insurance, specifically as follows:

1. Vietnamese citizens are entitled to social pension benefits when they meet the following conditions:

a) From 75 years old or older;

b) Not receiving monthly pension or social insurance benefits; or receiving monthly pension or social insurance benefits lower than the pension benefits prescribed in this Decree;

c) Having a written request to receive social pension benefits.

2. Vietnamese citizens aged 70 to under 75 who are poor or near-poor households as prescribed by the Government and meet the conditions specified in Point b and Point c, Clause 1 of this Article.

Thus, from January 1, 2026, Hanoi City will increase social pension benefits to VND650,000/month for people eligible for social pension benefits and those who are in the group of subjects specified in Article 21 of the Law on Social Insurance 2024 and Article 2 of Decree 176/2025/ND-CP.
