Decree 171/2025/ND-CP on training and fostering civil servants (effective from July 1, 2025) stipulates 4 cases where civil servants must compensate for training costs.

Article 6 of Decree 171/2025/ND-CP stipulates that civil servants sent for postgraduate training using state budget funding or funding from management agencies and units employing civil servants must compensate for training costs when falling into one of the following cases:

(1) Arbitrarily dropping out of school or quitting a job during the training period: Civil servants are obliged to complete the course they have been sent to. Arbitrarily dropping out of school or quitting a job during training without a legitimate reason will force civil servants to return training costs.

(2) Disciplined and forced to quit: If a civil servant is disciplined and forced to quit during the training period, the management agency will require the civil servant to compensate for all training costs that have been granted.

(3) Not granted a graduation certificate by a training institution: In case a civil servant does not complete the training course and does not receive a graduation certificate from a training institution, he/she must also compensate for all training costs.

(4) Quitting or being disciplined and forced to quit when not serving the required time: If a civil servant has completed the training course and been granted a graduation certificate but is then dismissed or disciplined and forced to quit when not serving the required time, they will have to compensate for training costs.
