Proposal to promptly conduct examinations and add part-time staff to commune-level civil servants

The Director of the Department of Home Affairs of Thai Nguyen province recommended that the Ministry of Home Affairs soon have instructions on recruitment and testing to add part-time cadres to commune-level civil servants.

Speaking at the Conference on summarizing the work in the first 6 months of the year and deploying the work tasks for the last 6 months of 2025 of the Home Affairs sector held on the morning of July 25, Director of the Department of Home Affairs of Thai Nguyen province Nguyen Quoc Huu said that in addition to the positive results, the process of organizing and operating the local government at both levels in this locality still has some difficulties and problems.

Some commune-level headquarters in Thai Nguyen province are still cramped and degraded, not meeting the requirements of area and function; Public Administration Service Centers in some new communes lack infrastructure and equipment such as scanning machines, digital trees, surveillance cameras, etc.

The handling of public assets is difficult due to large volumes, urgent progress, and related laws are not synchronous, localities must allocate significant financial resources to renovate and relocate headquarters, and purchase means to serve the operations of commune-level authorities.

According to the Director of the Department of Home Affairs of Thai Nguyen province, the work of arranging cadres, civil servants, and public employees is facing problems in structure, lacking in-depth professional human resources, especially in communes in disadvantaged areas...

Digitization is facing difficulties due to lack of human resources, equipment, software and documents that have not been scientifically edited according to regulations.

"Documents are piling up, many contents must be handled. We determined that if not done thoroughly, cleanly, and enough, that document cannot " survive" - Mr. Huu said and added that the province will promote the digitization of documents in the coming time.

Regarding the proposal, the leaders of the Department of Home Affairs of Thai Nguyen province cited the reality that in mountainous areas and ethnic minority areas, there is a team of part-time staff who are young people, well-trained, and in many cases good at information technology.

" Especially for ethnic minorities who understand ethnic languages. Hopefully the Ministry will soon have instructions for recruitment and testing to add part-time staff to commune-level civil servants. Thereby contributing to improving the quality of the apparatus, ensuring the effective operation of the two-level government" - Mr. Huu suggested.

Responding later, Director of the Department of Civil Servants and Public Employees Nguyen Quang Dung said that Decree 170/2025 of the Government regulating the recruitment, use and management of civil servants clearly states that two groups including part-time workers at the commune level and team members of the pilot project to recruit young volunteer intellectuals to participate in rural and mountainous development in communes in the period of 2013-2020 to register for labor contracts to work in communes are the subjects accepted to work as civil servants.

However, Mr. Dung stated that the acceptance must follow the standards, conditions and procedures stipulated in Decree 170/2025.

"That is, based on the ratio of civil servants who need to be arranged according to each job position in the agency employing civil servants, the assigned staffing quota and the requirements of the job position to be recruited. Not all non-professional workers will be allowed to work as civil servants" - Director of the Department of Civil Servants and Public Employees informed at the conference.
