Article 20 of the 2025 Law on Cadres and Civil Servants stipulates:
Methods and authority to recruit civil servants
1. The recruitment of civil servants for job positions is carried out through the following methods:
a) Exams;
b) Selection for some groups of subjects according to the Government's regulations.
2. In addition to recruiting civil servants through exams or admissions, civil servant management agencies decide to receive and become civil servants for the following subjects:
a) Experts, scientists, jurists, good lawyers, typical and outstanding businessmen who are attracted to work in agencies of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front, and socio-political organizations;
b) People with experience, who immediately meet the requirements of the job position, who are officials, salaried people in the People's Army, People's Police, cipher organizations but are not civil servants and other cases working in agencies, organizations, and units in the political system.
3. Civil servant management agencies implement recruitment or decentralize and authorize recruitment authority to agencies using civil servants to implement.
4. The recruited person is arranged for a job position and ranked in the corresponding civil servant rank.
5. The Government specifies this Article.
Accordingly, the recruitment of civil servants for job positions is carried out through the following 3 methods:
-Exam;
- Admission consideration for some groups of subjects according to Government regulations.
- Receiving to become civil servants for some subjects.
