Clause 1, Article 13 of Decree 170/2025/ND-CP stipulates the subjects received to become civil servants include:
- Experts, scientists, jurists, good lawyers, typical and outstanding entrepreneurs working in agencies, organizations, and units outside the public sector under the policy of attracting talented people;
- Public employees working in public non-business units;
- Salaried people in the People's Army, People's Police, cipher organizations who are not civil servants;
- People holding leadership and management positions and titles from the department level upwards in enterprises where the State holds 100% of charter capital or in enterprises where the State holds over 50% of charter capital or the total number of voting shares;
- People who were formerly cadres and civil servants and then were transferred or rotated by competent authorities to hold positions that are not cadres or civil servants at other agencies and organizations;
- People recruited according to staffing quotas assigned by competent authorities to work in associations assigned tasks by the Party and the State;
- Non-specialized personnel at the commune level before the effective date of this Decree;
- Team members of the Pilot Project on selecting young intellectuals to volunteer to communes to participate in rural and mountainous development in the period 2013 - 2020 register for labor contracts to work in communes (before July 1, 2025) to work in communes (from July 1, 2025).
Decree 170/2025/ND-CP takes effect from July 1, 2025.
