Regarding the slow payment of overtime fees for teachers at schools in Muong Lat district (old), in an exchange with a reporter from Lao Dong Newspaper, representatives of leaders of many schools and teachers said that this amount of money has been "suspended" for many semesters, causing no small difficulties for teachers in mountainous areas.
Sharing with a reporter from Lao Dong Newspaper, teacher Nguyen Duy Thuy - Principal of Trung Ly Ethnic Minority Boarding Secondary School (Trung Ly commune, Thanh Hoa province) said that the delay in paying overtime tuition occurred in the 2024-2025 school year and one semester of the 2023-2024 school year.
Statistics show that the whole school has about 7-8 teachers who have not been paid for overtime tutoring, with a total number of periods up to thousands of periods. Previously, when Muong Lat district was still operating, functional sectors had conducted reviews and summaries. However, due to the inability to allocate funds, it has not been possible to pay yet" - teacher Thuy said.
Also according to teacher Thuy, the amount of money not paid by each teacher is different, the person with the most is nearly 100 million VND, and the person with the least is also more than 10 million VND. Most teachers hope to receive this amount of money soon to stabilize their lives.
As one of the teachers with the most extra classes at school, teacher Le Van Quang - an English teacher said that due to the characteristics of mountainous areas that often lack teachers, especially special subjects such as English, teachers have to increase classes to ensure the curriculum for students.
“For me personally, there are still nearly 1,000 overtime hours of previous school years that have not been paid. Not only me personally but also many teachers in Muong Lat district (old) all hope that functional agencies will soon resolve it so that we can stabilize our family lives” - teacher Quang shared.
At Pu Nhi Ethnic Minority Boarding Secondary School (Pu Nhi commune, Thanh Hoa province), Mr. Tran Van Liem - Principal of the school shared that because the teacher shortage is not too serious, the number of overtime periods at the school is not large, but it has not been paid yet.
Previously, the school had a petition sent to Muong Lat district (old) but it has not been resolved. After dissolving the district level, we continue to propose and hope that the commune level government and functional sectors will soon pay overtime fees for teachers according to regulations" - Mr. Liem said.
Urgently resolve regimes for teachers
Regarding the settlement of overtime teaching fees for teachers in Muong Lat district (old), recently, Standing Vice Chairman of Thanh Hoa Provincial People's Committee Mai Xuan Liem issued a document requesting functional sectors and commune authorities to urgently review and resolve the payment to teachers.
According to a report by the Thanh Hoa Department of Education and Training, the total number of excess teaching periods that have not been paid in Muong Lat district (old) in the period from January 2024 to April 2025 is 46,357 periods. Of which, the second semester of the 2023-2024 school year has 15,516 periods; the first semester of the 2024-2025 school year is 14,624 periods; the second semester of the 2024-2025 school year is 16,217 periods.
By the time Muong Lat District People's Committee stopped operating from July 1, 2025, all of the above-mentioned overtime teaching periods had not been paid, causing prolonged frustration among teachers.
Thanh Hoa Department of Education and Training affirmed that the payment of overtime teaching fees in the 2023-2024 and 2024-2025 school years is implemented according to Joint Circular No. 07/2013/TTLT-BGDĐT-BNV-BTC. Accordingly, teachers are paid overtime teaching fees when teaching at units or subjects without staff approved by competent authorities, or in cases where other teachers are sick, maternity leave, studying, training, or performing assigned tasks.
Meanwhile, according to the Thanh Hoa Department of Education and Training, in the 2024-2025 period, the actual number of staff and contract workers in Muong Lat district (old) are both lower than the assigned targets, and are eligible to pay overtime teaching salaries according to current regulations.
