On the morning of February 6, at the 8th session of the 10th Ho Chi Minh City People's Council (2021 - 2026 term), delegates approved a resolution unanimously assigning the Dong Nai Provincial People's Committee to be the competent authority to implement Metro Line 1 project (Ben Thanh - Suoi Tien) extended to the Dong Nai Provincial Administrative Center and Long Thanh airport.
The route starts from station S0 in Tan Van, follows the planned corridor, crosses the Dong Nai River and runs along National Highway 1, connecting to SC station belonging to the new administrative center of Dong Nai province.
From here, the line continues along the planned corridor of the Bien Hoa - Long Thanh railway line, along DT. 771, cutting through the Ho Chi Minh City - Long Thanh - Dau Giay expressway, connecting to SA station, then following the planned corridor of railway lines to enter Long Thanh airport.
The entire route is about 41.4 km long, divided into 3 main sections:
Section 1: From station S0 to administrative center station (SC), about 6.1 km long, of which the section passing through Ho Chi Minh City is about 1.1 km.
Section 2: From SC station to SA station (connecting Thu Thiem - Long Thanh railway line), about 28.2 km long.
Section 3: The section to Long Thanh airport is about 7.1 km long, is a new line and goes parallel to the Thu Thiem - Long Thanh metro line and the North - South high-speed railway.

The project has a preliminary total investment of about 60,261.8 billion VND. Of which, the investment capital in PPP form (BT contract type) is expected to be about 55,938 billion VND.
Compensation, support and resettlement costs are estimated at about 4,323 billion VND, including about 3,408 billion VND implemented in Dong Nai province and about 915 billion VND in Ho Chi Minh City.
Extended Metro Line 1 is designed with a maximum speed of 120 km/h, and the underground section reaches 90 km/h. The project is expected to be completed in 2029.
According to the Ho Chi Minh City People's Committee, currently traffic connecting Ho Chi Minh City and Dong Nai mainly relies on roads, while the rapid increase in traffic volume causes many important traffic axes such as National Highway 1 and National Highway 51 to be frequently overloaded and congested for a long time.
Although many inter-regional projects have been and are being implemented in the past, such as ring roads, expressways, and regional linkage bridges, the travel capacity of the existing transportation system has not yet met the needs of socio-economic development and people's travel, especially in the context that Long Thanh International Airport is expected to be commercially operated from mid-2026.
The Ho Chi Minh City People's Committee believes that early investment in additional connectivity projects such as metro, high-speed railways and inter-regional bridge projects is extremely necessary to diversify transportation methods, reduce pressure on roads, shorten travel time and improve regional connectivity efficiency.
Previously, Dong Nai Provincial People's Committee approved the joint venture of Donacoop Infrastructure Investment Joint Stock Company - VinaCapital Group to propose investing in Metro Line 1 extended to Long Thanh airport in the form of PPP.
