Residence incentives, taxes, salaries for digital technology talents

The Law on Digital Technology Industry - effective from January 1, 2026 - paves the way to attract domestic and foreign talents with a series of unprecedented incentive policies. Vietnam bet on a team of technology quintessence to make a breakthrough in the digital age.

Institutional innovation to welcome digital technology talents

According to Mr. Nguyen Khac Lich - Director of the Department of Information Technology Industry, Ministry of Science and Technology (MONRE) - this is one of the outstanding regulations of the new law to create a breakthrough in human resources to serve the development of the digital technology industry in Vietnam.

The Law clearly stipulates that high-quality digital technology industrial human resources include Vietnamese people, overseas Vietnamese and foreigners who meet the criteria prescribed by the Government. In which, foreigners in this category will be granted a temporary residence card for 5 years and can be extended according to regulations. Their spouses and children under 18 years old are also granted corresponding temporary residence cards and are supported with procedures related to employment and study in Vietnam.

This subject is also entitled to personal income tax incentives according to the provisions of law and can work at a State agency or a public service unit under the form of a limited reception, based on the consensus between the parties and ensuring the consensus of the recipient.

Notably, the Law allows admission to civil service and public employees without taking an exam for Vietnamese people in enterprises that meet the criteria of high-quality human resources and wish to work in state agencies. This group is also appointed to leadership and management positions without having to meet the requirements of working time, planning or other conditions if the agency has a need.

In case civil servants and public employees have moved to the enterprise sector, if they meet the criteria and wish to return to the State agency, they will be given priority to receive and arrange work appropriately.

For the group identified as digital technology talent, in addition to preferential treatment in terms of residence and tax, they will enjoy a special salary and bonus mechanism that is competitive at international level, prioritized for recruitment, appointment and use according to regulations on cadres, civil servants and public employees. They are also supported with working environment, housing, means of transportation, research, international cooperation and are honored and rewarded according to the law.

Mr. Nguyen Khac Lich emphasized: "These are outstanding, unprecedented incentives to help Vietnam build a high-quality digital technology workforce to promote the digital technology industry in Vietnam".

The Ministry of Science and Technology is currently drafting a decree guiding the implementation so that the provisions in the law can be implemented right from the time of take effect.

Betting on talent, creating a breakthrough from new management thinking

According to Minister of Science and Technology Nguyen Manh Hung, the goal of turning Vietnam from a middle-income country to a high-income country can only be achieved when the country chooses to develop based on science, technology, innovation and digital transformation.

According to Mr. Hung, Vietnam needs to propose major problems of global significance to attract brainpower from all over the world. Talented people will come not only to contribute but also because they see the opportunity to succeed and get rich legitimately here.

The Minister said that from 2024, the budget for modern laboratories will be increased to a minimum of 20% of the total annual science and technology budget, equivalent to about VND10,000 billion.

In addition to facilities, there needs to be an attractive financial mechanism enough for scientists to feel secure in their creativity. According to the Law on Science, Technology and Innovation, product creators can enjoy at least 30% of the profits from commercialization. If the study is invested by a business, the research group will still receive 10-15% of revenue.

If we create valuable products, scientists can earn billions, even tens of billions of VND - Minister Nguyen Manh Hung emphasized, while affirming the key role of the private sector and universities in the innovation ecosystem.

While the State invests about VND50,000 billion per year in science and technology, the enterprise sector needs to contribute 3 times - equivalent to VND150,000 billion - to achieve the target of 8 billion USD in annual investment.
