Decision No. 03/2024/QD-UBND of the People's Committee of Thai Binh province (effective from February 20, 2024) stipulates a number of contents on early salary increase due to excellent achievements in performing tasks for cadres, civil servants, public employees and workers under the management authority of the Provincial People's Committee.
Civil servants and public employees in administrative agencies, organizations, and public service units are paid according to the salary scale for senior experts, professional, technical, executive, and service salaries and are the subjects of the decision.
According to the decision, salary increase 12 months ahead of schedule will be considered for cadres, civil servants, public employees and workers who achieve one of the following emulation titles, forms of commendation and achievements:
a) Medals of all kinds as prescribed in the Law on Emulation and Commendation;
b) Certificate of Merit from the Prime Minister;
c) State honorary titles: Hero of Labor; People's Teacher; Meritorious Teacher; People's Physician; Meritorious Physician; People's Artist; Meritorious Artist; People's Artisan; Meritorious Artisan;
d) Ho Chi Minh Prize; State Prize;
d) Title of National Emulation Fighter;
e) Medals (gold, silver, bronze) at international, continental, and Southeast Asian competitions;
g) Medals (gold, silver, bronze) or prizes (special prize, first prize, second prize, third prize) at national competitions and festivals.
Consider salary increase 9 months ahead of schedule for cadres, civil servants, public employees and workers who achieve one of the following emulation titles, forms of commendation and achievements:
a) Teachers, Coaches, and Directors directly train individuals who achieve the achievements specified in Point e and Point g, Clause 1, Article 4 of these Regulations;
b) Title of Provincial Emulation Fighter;
c) Certificate of Merit from the Chairman of the Provincial People's Committee for being awarded the title "Emulation Fighter at the grassroots level" twice in a row or being recognized for excellent performance of tasks for 2 consecutive years or more.
Consider salary increase 6 months ahead of schedule for cadres, civil servants, public employees and workers who achieve one of the following emulation titles, forms of commendation and achievements:
a) Certificate of merit from the Chairman of the Provincial People's Committee for outstanding achievements or emulation movement rewards.
b) Certificates of merit from central ministries, departments and branches;
c) Title of basic emulation fighter.
