Strengthening the creation of a source of officials from workers
Conference to contribute opinions on the draft Resolution on building a worker contingent in Ho Chi Minh City in the new situation and the project "Innovating the organizational model and methods of operation of Ho Chi Minh City trade unions in the new situation" for the period 2035 and vision to 2045 organized by the Ho Chi Minh City Labor Federation on the afternoon of July 24.
The conference was attended by former leaders of the Vietnam General Confederation of Labour, former leaders of the Ho Chi Minh City Labor Federation.
Mr. Vo Khac Thai - Standing Vice Chairman of the Ho Chi Minh City Labor Federation - said that the Ho Chi Minh City Party Committee is currently drafting a resolution to build a modern, strong, and pioneering team of Ho Chi Minh City workers in digital transformation and innovation, meeting the development requirements of Ho Chi Minh City to 2035, with a vision to 2045; The Ho Chi Minh City Labor Federation is also drafting a Project on "Innovating the organizational model and methods of operation of Ho Chi Minh City trade unions in the new situation". Collecting opinions from former leaders of the Vietnam General Confederation of Labor, former leaders of the Ho Chi Minh City Labor Federation will help the above resolutions and projects to be complete and have high value when implemented in practice.
Former Member of the Party Central Committee, former Chairman of the Vietnam General Confederation of Labor Dang Ngoc Tung said that for many years, the Party has had a policy of training cadres from workers, but this is still rarely implemented in practice, so currently the leadership team from workers is still very small.
From there, Mr. Dang Ngoc Tung proposed that the Ho Chi Minh City Party Committee should have a high-quality human resource training program from the City budget and expand the selected subjects to grassroots trade union officials with capacity and ability to study to serve the development of the City and the country in the future.
If only organizing civil servant and public employee recruitment exams as it is now, it will be difficult for workers to meet recruitment standards, and therefore, in the long term, there will be a shortage of leaders who come from workers because workers face many difficulties in going to school," Mr. Dang Ngoc Tung said.
Mr. Tung also proposed promoting the effectiveness of the CEP Microfinance Organization to help workers avoid black credit and must build strong trade unions in export processing zones and industrial parks because if the trade union does not operate well and does not grasp workers, it will have a big impact. At the same time, it is necessary to quickly promote the housing construction program for workers to rent and rent-purchase.
Trade union innovation according to the "3 reductions, 6 increases" model
Regarding the "Project to innovate the organizational model and operating methods of trade union organizations", Mr. Tran Thanh Hai - former Standing Vice President of the Vietnam General Confederation of Labor - said that the overarching goal is to develop trade union organizations in a large-scale direction, going hand in hand with strength.

Mr. Hai also said that it is necessary to innovate the method of trade union activities according to the "3 reductions, 6 increases" model. Accordingly, reduce directing individual documents to integrated directing; reduce city-level movement activities; reduce regular meetings.
At the same time, increase research and practical summaries; increase commendation for outstanding examples; increase specific guidance and implementation procedures; increase comprehensive directing staff; increase the time and activities of city-level officials to the grassroots level; increase connection between city Trade Union leaders and union members
