On June 19, according to information from the People's Committee of Lang Son province, the province has just decided to establish a Council to inspect and test non-specialized workers at the commune level to become civil servants.
This is a step to review personnel in the process of local authorities arranging and using non-specialized personnel at the grassroots level, associated with the arrangement of villages and residential groups and the need to recruit civil servants in communes and wards.
According to the decision, the Council is chaired by Ms. Tran Thanh Nhan, Vice Chairwoman of Lang Son Provincial People's Committee. Ms. Hoang Thi Hai, Deputy Director of the Department of Home Affairs, is Vice Chairwoman of the Council.
Members of the Council include representatives of the Office of the Provincial People's Committee, the Department of Home Affairs and the chairman of the People's Committee of communes and wards who need to receive non-specialized personnel to become commune-level civil servants.
The Council has the task of inspecting the standards, conditions, diplomas, certificates, and certifications of the person proposed for reception.
The inspection is carried out according to the requirements of the job position to be recruited, instead of general consideration or automatic admission.
After the dossier review stage, the person proposed for admission will participate in an examination on general knowledge level, professional capacity and nghiệp vụ. The results of the inspection and examination will be summarized by the Council and reported to the Chairman of the Provincial People's Committee for consideration according to their authority.
The Council works according to the principle of collective action, deciding by majority. The Chairman of the Council is allowed to use the seal of the Provincial People's Committee; The Vice Chairman of the Council uses the seal of the Department of Home Affairs in the process of performing tasks.
In necessary cases, the Council is established a Secretariat to assist. After completing the inspection, testing and reporting the results, the Council will self-dissolve.
