Below is the content of the letter:
"Dear Lao Dong Newspaper
First of all, on behalf of the Tay Son district school health staff, we would like to send our deepest thanks to the press and media for reclaiming the regime for the Tay Son district school health staff (NVYTTH) according to Decree 56/2011 ND-CP dated July 4, 2011 of the Government.
Currently, our Tay Son district medical staff has received payment according to Decree 56/2011 ND-CP dated July 4, 2011 of the Government from January 1, 2024. This is truly a great encouragement for the Tay Son district medical staff.
We are extremely happy and overwhelmed with joy when we receive the regime that we should have enjoyed since the day Decree 56 was issued, but we have only enjoyed it now. It is like encouragement, like a great and meaningful spiritual gift, contributing to increasing our strength so that we can work with peace of mind, and make every effort to contribute to the cause of educating people.
To have more complete trust, we, the medical staff of Tay Son district, earnestly request the media and Lao Dong Newspaper to help us reclaim all the rights that we have been neglected for the remaining 12 years.
Once again, the Tay Son district medical staff would like to sincerely thank the press and media, especially Lao Dong Newspaper, for helping us reclaim our rights under the regime.
We sincerely thank you!
I wish Lao Dong Newspaper to grow stronger and stronger."
Hope to get back the "forgotten" benefits
Previously, Lao Dong Newspaper published a series of articles reflecting: "School health workers feel hurt because their rights are abandoned". And after 2 weeks of the article being published, the collective of health workers in Tay Son district was paid the regime, after more than ten years of petitioning for their rights in vain.
However, the allowance that NVYTTH receives is only calculated from January 1, 2024, and in previous years, they still have to suffer disadvantages. The collective of NVYTTH earnestly appeals to the management at all levels to promptly resolve and fully pay the allowances that they have been neglected for many years.
In response to the urgent request of the collective of health workers, Mr. Phan Chi Hung - Chairman of the People's Committee of Tay Son district - said that the Department of Education and Training has provided instructions on payment of benefits to health workers, but the instructions are still very general, do not mention the settlement of the collection of benefits for health workers, and do not resolve the problems that the locality encounters when implementing Decree 56/2011/ND-CP (abbreviated as Decree 56) dated July 4, 2011 of the Government.
"Through meetings and in writing, the district has requested the Department of Education and Training to provide specific instructions on the percentage of expenditure and from which budget source. Because from the beginning of implementing Decree 56, the locality encountered difficulties because the level of allowances for health workers (not exceeding 20%) and the source of expenditure (school revenue and state budget) were unclear.
Recently, the Department of Education and Training sent a document instructing on the payment of benefits, but the content of the instructions is no different from Decree 56, so the locality is helpless and can only wait for the People's Committee of Binh Dinh province to guide the solution," said Mr. Hung.
From the answer of the Chairman of the People's Committee of Tay Son district, it can be seen that this locality is having difficulty implementing Decree 56 because it does not know how much support to spend and does not know from which budget source to spend "correctly". Therefore, the Department of Education and Training and related departments need to have specific instructions to "correctly" remove the problem that Tay Son district is facing.
It is thought that the People's Committee of Binh Dinh province should soon have instructions and guidance to help Tay Son district solve difficulties in resolving and paying the regime for the years when the collective of medical staff was neglected, ensuring legitimate rights for medical staff.
