Speaking at the ceremony, Mr. Le Ngoc Quang - Secretary of Quang Binh Provincial Party Committee said that the "popular number" movement is not only a program on digital skills but more deeply, it is the journey to give knowledge rights, arouse the spirit of learning for life, develop citizenship in the new era. Today's digital skill is the "national language" of the 21st century.
This movement inherits inspiration from the "Folklore Education" movement nearly 80 years ago initiated by President Ho Chi Minh. If in the past, it was a literacy revolution, now, in the digital age, it is a revolution in awareness, skills and action - to bring digital knowledge to every citizen, every family, every hamlet, leaving no one behind in the process of national digital transformation.
According to the Provincial Party Secretary, by the end of 2025, Quang Binh aims to have at least 80% of civil servants, 100% of students and 80% of adults equipped with essential digital skills. By 2026, the province strives to phoise comprehensive digital knowledge. To realize that, Party committees and authorities at all levels must consider the movement as the focus of the digital transformation program; each locality needs to have its own model; mass organizations and technology enterprises must become "digital ambassadors" in the community.
Mr. Le Ngoc Quang also stated that digital transformation is only successful when it changes the behavior, habits, and approaches of each citizen. The success of this movement is not only the reported numbers, but must be a real change in the awareness and actions of each citizen - Secretary of the Quang Binh Provincial Party Committee affirmed.

Responding to the launch, Secretary of Dong Hoi City Youth Union Nguyen Thi Kieu Trang, representing the youth of the province, expressed her determination: "Each youth union member will be a "digital soldier", a pioneer in leading the community, guiding people - especially the elderly and ethnic minorities - to access digital applications, use online public services and exploit technological utilities".
Ms. Kieu Trang said that in recent times, Quang Binh youth have implemented many effective digital transformation activities, from digitizing historical relics, applying technology in Youth Union - Association activities, to supporting people to use VNeID, electronic payments and online public administrative services...
At the ceremony, provincial leaders and delegates performed a button pressing ceremony to launch the "Digital learning environment" movement, marking the beginning of a campaign to inspire widespread digital learning, from urban to rural areas, from the plains to the mountains and remote areas.
The program also integrates content to convey the topic "Artificial Intelligence - New popularization tool" presented by representatives of Viettel Group, expanding the vision of the role of AI in education, governance and community life.
The launching ceremony of the "Digital education movement" in 2025 not only demonstrates the high political determination of Quang Binh province in bringing digital knowledge to all people, but also arouses the desire to strongly rise up, building the province into a pioneer locality in digital transformation in the region and the whole country.
