
The forum is within the framework of the National Innovation Day 2025, organized by the Ministry of Science and Technology (KHCN) in coordination with the Ministry of Finance on October 1.
At the forum, Mr. Nguyen Mai Duong - Director of the Department of Innovation (Ministry of Science, Technology and Innovation) said that the Law on Science, Technology and Innovation, passed by the National Assembly in June 2025, has for the first time put innovation on par with science and technology, marking a turning point in national policy.
Mr. Duong emphasized that enterprises are the center of the innovation system, and said that the State is implementing many incentives such as reducing R&D taxes, supporting capital, interest rate subsidies, risk-taking funds and a separate stock market for creative enterprises.

This forum also provides an orientation for the innovation ecosystem: each locality and each ministry is encouraged to build at least one innovation center to connect research - application - trade. Thereby, the whole country can form about 100 innovation centers at all levels.
According to Mr. Pham Thy Hung - Deputy Director of the Bidding Management Department (Ministry of Finance), Decree 180/2025/ND-CP has created a breakthrough mechanism for public-private cooperation in science and technology, allowing the State to contribute up to 70% of capital, share risks and revenue. At the same time, tax and land rent are exempted to support businesses.
Also at the Forum, Mr. Dang Tan Duc - Director of Becamex Group R&D Institute said that the spirit of innovation has never been clearly institutionalized as it is now, so businesses need to make real investments in technology and governance instead of just stopping at assembling.
In the agricultural sector, Mr. Pham Van Hat - Director of the Irrigation singing company said that a robot with a seed value of 35 million VND can replace the labor of 40 people, and has now been exported to 14 countries. His design criteria are simple, effective, cheap and durable, helping farmers have products that are more suitable than imported goods.
In 2025, Vietnam will continue to rank 44/139 of its economies in the Global Innovation Index, leading the lower middle-income group and 3rd in Southeast Asia. In particular, the input index increased by 3 ranks and Vietnam led the world in "creative commodity exports".
These results show that when policies are synchronous, connecting the State, businesses, scientists and people, innovation will become a key driving force for sustainable development.
