On October 25 - 26, the Opening Ceremony of the United Nations Convention against Cybercrime (Hanoi Convention) was held in Hanoi. This is an important event of international stature and the first multilateral Convention of the United Nations signed in Hanoi, demonstrating Vietnam's increasingly high role, position and prestige in the international community.
Within the framework of 8 high-level events of the Hanoi Convention Opening Ceremony, Minister of Justice Nguyen Hai Ninh gave an important speech at the In-depth Discussion Session with the theme: "Protecting citizens in the digital transformation era - perspective from Vietnam".
In this speech, Minister Nguyen Hai Ninh said that we are living in the era of the 4.0 Industrial Revolution, shaped by breakthrough technologies such as Artificial Intelligence (AI), Big Data, Blockchain and Internet of Things (IoT).
In particular, data has become a strategic resource, bringing great economic and social values, opening a new era of development, where each individual can connect, learn and be creative without borders.
However, along with technological achievements is the rapid increase of cybercrime with a global scale and increasingly complex methods of operation. These threats not only cause economic damage but also directly threaten national security, human rights and civil rights.
In that context, the signing ceremony of the Hanoi Convention is of special significance, a forum for the international community to express their commitment and unite in action in the fight against cross-border cybercrime.
Minister Nguyen Hai Ninh also said that ensuring human rights and civil rights needs to be associated with protecting national and ethnic interests.
According to the Minister, in the digital transformation era, protecting human rights needs to be implemented in parallel with protecting national security, ensuring social order and safety, creating a foundation for sustainable development of the socio-economy.
The latest report from Viettel Cyber Security Company (under the Military Industry - Telecommunications Group) shows an alarming picture: In just the first 6 months of 2025, Vietnam recorded more than 8.5 million stolen personal accounts (accounting for 1.7% globally), nearly 4,500 fraudulent domain names, 1,000 fake websites and 528,000 distributed denial of service attacks. These figures truly and directly reflect the severity of the cybersecurity risks that every agency, organization and individual is facing.
"Given that situation, it is necessary to have a comprehensive and comprehensive approach, assigning the task of protecting citizens in their relationship with network security protection and information security in the network environment, from improving early warning capacity, perfecting the legal framework, to boosting investment in modern technical solutions and raising awareness of security for all individuals and organizations.
Thereby, we will proactively prevent, stop and respond effectively to increasingly sophisticated and global cybersecurity threats" - Minister Nguyen Hai Ninh said.
The Minister of Justice affirmed that Vietnam is ready to cooperate comprehensively with member countries, international organizations and private partners, in order to build a safe and healthy cyberspace, promote sustainable development and protect global human values.
