The United Nations General Assembly's adoption of the Convention against Cybercrime in December 2024 and the selection of Hanoi as the venue for the Opening Ceremony on October 25-26, 2025 are an affirmation of Vietnam's increasingly high position in global issues, especially cyber security, a field closely linked to the development of the digital age.

Affirming Vietnam's proactive and responsible role

On October 25 and 26, 2025, the Opening Ceremony of the United Nations Convention against Cybercrime (Hanoi Convention) with the theme "Fighting cybercrime - Sharing responsibility - Towards the future" will be solemnly held in Hanoi.

The event is expected to be attended by representatives of nearly 100 countries, with over 1,000 delegates from international and regional organizations, along with the presence of Politburo member, President Luong Cuong and United Nations Secretary General Antonio Guterres.

The United Nations' selection of Hanoi as the opening location for the Convention is not only an important diplomatic and legal event, but also a historical milestone affirming Vietnam's role, position and international prestige.

According to Deputy Minister of Foreign Affairs Dang Hoang Giang, Vietnam's successful campaign for the United Nations General Assembly to select Hanoi as the venue for the Opening Ceremony of the Convention and for this important document named "Hanoi Convention" is an important milestone in our country's multilateral foreign affairs.

By organizing this important multilateral event, Vietnam wishes to demonstrate its role as a trusted partner, continuing to affirm its strong efforts and commitments in promoting multilateral cooperation. Vietnam will make every effort to make the Opening Ceremony the most solemn, in accordance with the standards of the United Nations.

Ms. Ghada Waly, Deputy Secretary General of the United Nations, Executive Director of the United Nations Office on Drugs and Crime (UNODC), during her working trip to Vietnam to attend the Opening Ceremony of the Convention, highly appreciated Vietnam's role and international prestige, welcomed the hosting of the Opening Ceremony of the Convention, and affirmed that UNODC will continue to cooperate closely with Vietnam in implementing the Convention and enhancing capacity to combat cybercrime, drug crimes and money laundering.

Starting a new chapter in international cooperation on cybersecurity

In the digital age, cybercrime is not only a challenge for a single country, but also a global threat, threatening security, political stability, economy and social life. Vietnam always considers the prevention and combat of cybercrime as one of the priorities in national security policy.

In recent years, Vietnam has made many important strides in building a legal framework on cybersecurity, protecting personal data and cooperating closely with international organizations to fight high-tech crimes. Typically, Resolution 29 on the Strategy for National Defense in cyberspace and Resolution 30 on the National Cyber Security Strategy are typical. The National Assembly has issued a series of important laws such as the Law on Cyber Security, the Law on Data, the Law on Personal Data Protection, etc.

In Resolution 57 of the Politburo on innovation, development of science and technology, and digital transformation, the issue of cybersecurity has become a pillar that runs parallel to the common development in the country's development process. The Party and State always attach importance to and pay special attention to the fight against cybercrime, especially in the current period when implementing national digital transformation.

In the message on the occasion of Vietnam hosting the Opening Ceremony of the Convention, President Luong Cuong emphasized that Vietnam is well aware that with the unlimited nature of cyberspace, to effectively combat cybercrime, it is necessary to promote solidarity and cooperation between countries and the rule of law.

The Convention sets a legal framework for international cooperation in the fight against cybercrime, ensuring that member countries, especially developing countries and vulnerable countries, are supported and improve their capacity to deal with this type of crime. The United Nations General Assembly's adoption of the Convention and organization of the Opening Ceremony in Hanoi is a vivid demonstration of the sense of responsibility of countries in protecting cyberspace - the common property of all of humanity.

"We hope that this event will not be simply a legal procedure, but also a platform to promote dialogue, experience sharing, strengthen partnerships between governments, international organizations, the private sector and become a forum to promote the implementation of the United Nations Convention and global cooperation in preventing and combating cybercrime" - the President stated.

The President expressed his belief that, with the participation and commitment of countries, the Opening Ceremony of the Convention in Hanoi will become a historic milestone, affirming the value of multilateralism with the United Nations as the center, sending a strong message of our determination to fight cybercrime and build a peaceful, fair and respectful world of law, for the benefit of today's and future generations.
