On September 16, the Department of Science and Technology of Da Nang announced that the Standing Committee of the City Party Committee has issued Action Plan No. 21 to implement Resolution 57 of the Politburo on breakthroughs in the development of science and technology, innovation and national digital transformation in the city.
Plan No. 21 replaces the two old plans of Da Nang and Quang Nam, updated according to the direction of the Central Steering Committee 57. Notably, the city proposed to implement 3 major initiatives: Digital Twin, Smart Financial Center, Smart Free Trade Center.
According to the target by 2030, Da Nang has set 65 specific targets, including 8 targets exceeding the Central requirements: digital economy achieves a minimum of 35 40% GRDP (compared to 30% according to Resolution 57); at least 10 scientific and technological projects win national/regional awards each year (compared to requirement 3); 95% of administrative procedure records are processed online (request 85%); 90% of online payment for public services (request 80%)...
The city has 2 targets that directly contribute to the development of science and technology nationwide, including: having at least 1 digital technology enterprise on par with advanced countries operating in the city (the whole country sets a target of 5); Having at least 2 new marine fiber optic cables put into operation (the whole country sets a target of 9).
In addition, there are 19 specific targets, notably: establishing a centralized information technology park, building an international data transit station (digital hub), testing a digital asset business model using NFT and attracting billion-dollar enterprises headquartered in Da Nang.
By 2045, the city aims to have 48 targets, notably attracting a "cluster of experts" in technology, with 800 international scientific articles each year, 150 innovative projects supported by the budget, the digital economy accounting for 60% of GRDP, and at least 2 digital technology enterprises of world-class standards.
To achieve the goal, the plan proposes groups of solutions including: raising awareness, perfecting institutions - policies, developing digital infrastructure, building a startup ecosystem, developing high-quality human resources, promoting digital transformation - digital economy, ensuring network security - digital sovereignty, and expanding regional and international cooperation.
