The term of overcoming difficulties, creating a foundation for breakthroughs
The 2020-2025 term of the Da Nang City Party Committee ended with many important milestones, from disease control, economic recovery, to creating a foundation for a breakthrough development period.
Over the past 5 years, in the context of being heavily affected by the COVID-19 pandemic and a series of socio-economic challenges, Da Nang has still resiliently overcome and maintained a stable development momentum.
Not only the economy, but also social fields are of great interest. The city has completed the goal of eliminating temporary and dilapidated houses; 100% of preschool children and primary school students are supported with tuition fees; superior social security policies are full of humanity. The health system has been upgraded, many hospitals and specialized centers applying high technology have been invested in, affirming the brand "Da Nang - a livable city" even in the epidemic crisis.
In Party building work, Da Nang focuses on streamlining, improving leadership capacity, synchronously implementing administrative reform and digital transformation. Secretary of the City Party Committee Luong Nguyen Minh Triet emphasized: Da Nang has overcome difficulties with the spirit of self-reliance, self-strengthening, solidarity, and creativity; taking the people as the center and driving force for development. Today's achievements are a solid foundation for the city to confidently enter the new era".
New thinking, great aspiration
In addition to outstanding results, in addition to outstanding results, the 2020-2025 term also revealed many limitations. The economic scale is not commensurate with the potential, attracting strategic investment is still modest; some important indicators such as GRDP growth and budget revenue have not met the plan. The disbursement of public investment capital and site clearance for many key projects is still slow. The shortage of teachers in mountainous areas, the cultural and social gap between the plains and mountainous areas is still large.
These are "bottlenecks" that the city needs to resolutely remove to enter a new stage of development. The lesson learned is to persevere in innovation, promote democracy, maintain great national unity, arouse the desire for development to make a breakthrough.
The 1st City Party Congress determined the goal of making Da Nang a growth pole of Vietnam by 2030, a center for innovation, high technology, national startups; an ecological, modern urban area with high quality of life. By 2045, Da Nang aims to become an international financial center, an Asian-class tourist city.
To realize that goal, the draft document of the Congress sets out 3 breakthrough tasks: First, effectively implement specific mechanisms and policies, unlock resources, strongly develop the private economy, promote investment in strategic infrastructure. Second, developing science and technology, innovation, digital transformation associated with high-quality human resources, creating new growth momentum. Third, build a modern city, rich in identity, improve people's lives, especially in mountainous and disadvantaged areas.
Along with that, Da Nang focuses on restructuring the economy in the direction of green, circular, and digital; developing 6 key areas including high-quality tourism - services; logistics; high-tech industry; information technology, semiconductor microchips; high-tech agriculture, medicinal herbs and marine economy; developing smart coastal cities.
Notably, the construction of the International Financial Center and Da Nang Free Trade Zone is considered a boost for the city to break through, attract strategic investors, and form new growth momentum.
Mr. Nguyen Van Dung - Director of a technology enterprise in Da Nang High-Tech Park hopes that the city will continue to strongly reform administrative procedures, creating a transparent and stable investment environment for long-term development.
