Through the system of feedback and recommendations from the people to the Khanh Hoa provincial government, Mr. Thai Quang Vinh (residing in Khanh Hoa) has made a recommendation on the application of artificial intelligence (AI) in legal research and support for public services in Khanh Hoa province.
Mr. Vinh raised the issue, in the context of the Government's drastic reform of administration, streamlining the payroll and merging administrative units, the workload at agencies is increasing. At the same time, people's knowledge and need for access to law and public services are increasingly high.
However, reality shows that access to legal documents is still difficult, especially for people who are not familiar with technology or do not know the search system.
The time for responding to feedback and recommendations on the Public Service Portal is still slow, sometimes not close to reality. Administrative staff are under pressure due to the large number of professional contents that need to be processed, while the requirements for transparency and accuracy are increasingly high.
Therefore, Mr. Thai Quang Vinh proposed to deploy AI at a basic level - supporting the lookup and dissemination of administrative and legal information, without interfering in administrative decision-making activities.
Accordingly, localities can apply AI in supporting people to look up legal documents and local policies through a natural Q&A interface; summarizing newly issued documents, citing clear sources of evidence from official channels; guiding administrative procedures in an intuitive, easy-to-understand, and accurate manner with the local situation.
AI can also support administrative staff in processing, reviewing and responding to recommendations, contributing to improving the quality of service to the people.
If this can be done, people will proactively access legal information without having to go directly to the agency or learn about complex document systems. Reduce misunderstanding of regulations and procedures.
For officers, it will reduce the workload of repetition; increase accuracy and consistency in responding to people; save time, improve processing efficiency.
Regarding the citizen's petition, the Department of Science and Technology of Khanh Hoa province said that it has fully recorded the reflections and recommendations and will include them in the study in the province's AI system development problem.
