Hung Yen provides in-depth training in technology human resources to serve digital transformation

Hung Yen - After more than 1 year of implementing Resolution 57-NQ/TW, the province has achieved many results in digital transformation and expanded international cooperation in science and technology.

Gradually improving the quality of digital human resources

According to the Department of Science and Technology of Hung Yen province, after 1 year and 6 months of implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, leadership, direction and organization of implementation in the province have had clear changes.

One of the contents that the province is interested in is developing human resources to serve digital transformation. Hung Yen is simultaneously deploying in-depth training of information technology human resources and fostering digital skills and technology application skills for cadres, civil servants, and public employees.

In 2025, Hung Yen province coordinated with Hanoi University of Science and Technology to enroll and send 107 officials, civil servants, and public employees to train in second degrees in Information Technology. Of which, 62 people belong to the government bloc and 45 people belong to the Party and mass organization bloc.

In the first 6 months of 2026, Hung Yen province continued to summarize 102 officials, civil servants, and public employees registered to train for a second degree in information technology. At the same time, the province is implementing a master's training plan for majors in information technology and data science.

Hung Yen province also directed agencies, units, and localities to continue to send cadres, civil servants, and public employees to study for a master's degree; assigning targets for each agency, unit, and Ward People's Committee to send at least 1 civil servant or public employee to study. For the People's Committees of communes, the province encourages capable civil servants and public employees who wish to study in depth in information technology.

Along with in-depth training, departments, branches, and localities proactively organize training and fostering digital skills, technology application, artificial intelligence and knowledge about science, technology, innovation, and digital transformation according to functions and tasks.

Notably, the province has directed departments, branches, and localities to organize digital transformation training for 100% of officials, civil servants, and public employees under their units. The Department of Science and Technology organized 2 training classes, fostering digital transformation knowledge for nearly 400 turns of officials.

The Department of Education and Training is implementing training on digital transformation and AI application for 100% of teachers at all levels and students. The Department of Agriculture and Environment is training on digital transformation for 26 communes with 1,950 delegates.

Expanding cooperation, attracting technology

Along with human resource development, Hung Yen focuses on arranging specialized personnel for digital transformation. As of June 2026, the whole province has 51/132 agencies, units, and localities arranging civil servants and public employees specializing in information technology and digital transformation.

According to the assessment of the Department of Science and Technology, compared to the beginning of 2025, the work of developing human resources to serve digital transformation has had more substantial changes, from focusing on training in software use according to each task to combining in-depth training, widespread digital skills training and arranging support forces at the grassroots level.

The training of second degrees, preparing for master's training in information technology and data science is expected to create in-depth professional human resources, serving data management, operating information systems and deploying long-term digital government.

In parallel with that, Hung Yen continues to promote international cooperation in science, technology, innovation and digital transformation. The Department of Health has signed a memorandum of understanding on cooperation with AITrics Company (Korea) in the field of health.

The Department of Agriculture and Environment receives foreign delegations from Australia, Japan, and the European Union to work on agricultural and environmental fields. The province also strengthens attracting FDI investment into industrial parks, clusters, and economic zones in the area, and encourages technology transfer contracts.

The above results are gradually forming a team of human resources with expertise and digital skills, creating a foundation for Hung Yen to promote digital transformation, technology application and innovation in the coming time.
