On July 7, Mr. Nguyen Manh Quyen - Chairman of the Provincial People's Committee, Head of the Steering Committee of the Provincial People's Committee on science, technology, innovation, digital transformation and Project 06 chaired a preliminary meeting for 1 year and 6 months of implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.
After 1 year and 6 months of implementation, Hung Yen has achieved many positive results, gradually creating a foundation for science, technology, innovation and digital transformation.
As of June 30, 2026, the province was assigned 272 tasks, of which 169 tasks were completed; 98 regular tasks were implemented according to plan; 5 tasks are being implemented on schedule and there are no overdue tasks that have not been implemented.
To date, the whole province has collected over 2.8 million electronic identification dossiers; more than 17,800 organizations have been granted identification accounts; 100% of medical examination and treatment facilities use citizen identification cards with chips and 100% of operating personal bank accounts are biometrically compared.

Along with that, the province has reviewed and classified 47 inherited data bases according to central vertical sectors, 22 data bases managed by localities and 9 data bases being researched and built, gradually forming a Common Data Warehouse and an Open Data Portal. More than 15,200 businesses, cooperatives and business households participate in e-commerce platforms with about 525,000 products, contributing to promoting the digital economy.
At the meeting, delegates focused on discussing the draft Digital Architecture Framework of Hung Yen province, the Plan for Science, Technology and Innovation Development for the period 2026-2030, the list of key tasks for the period 2026-2030 and evaluating the results of digital transformation in 2026.
The content of discussion focused on the direction of building digital architecture after administrative unit rearrangement, developing digital infrastructure, databases, common platforms, innovation ecosystems and accelerating the progress of digital transformation tasks.
Representatives of Viettel Group's consulting experts proposed 218 key tasks for the 2026-2030 period. In which, 2026 focuses on 168 priority tasks to complete infrastructure, ensure information security, data digitization and deploy common platforms; 2027 develop data capacity, artificial intelligence (AI), digital twin models and the Internet of Things (IoT); in the 2028-2030 period, expand comprehensive digital transformation, simulation applications, forecasting and automation on a large scale.
Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Manh Quyen requested members of the Steering Committee to continue to unify awareness, urgently review and complete the assigned tasks; complete plans and projects with specific roadmaps and responsibilities of each department and sector to facilitate inspection and supervision.
The Chairman of the Provincial People's Committee also requested standing agencies to focus on completing the tasks of 2026, proactively advising, urging and taking responsibility if progress is delayed.
