Technology goes into practice
After 1 year and 6 months of implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo, science, technology, innovation and digital transformation (S&T, innovation, CĐS) in Hung Yen is gradually shifting from a policy to specific activities.
According to the Department of Science and Technology of Hung Yen province, the province is assigned 253 tasks on the system to monitor the implementation of Resolution No. 57-NQ/TW of the Central Government, so far 138 tasks have been completed, of which 125 tasks have been completed on time. For DS tasks according to Decision No. 1398/QD-UBND, the whole province is implementing 100 tasks.
One of the clear changes is the application of technology in management activities, serving people and businesses. 100% of communes and wards are covered by 3G, 4G, 5G mobile information; specialized data transmission network systems connect to Party and government agencies from province to grassroots levels.
Common systems such as document and administration management, administrative procedure settlement, Intelligent Operational Monitoring Center (IOC), public service email, electronic information portal, online meetings and public service switchboards continue to operate.
According to Mr. Nguyen Xuan Hai - Deputy Director of the Department of Science and Technology of Hung Yen province, the province's orientation is not only to focus on CĐS in the public sector but also to link KHCN, ĐMST with the advantages and practical problems of the locality.
Hung Yen is proposing strategic technology groups such as artificial intelligence (AI), Internet of Things (IoT), big data, digital copies, blockchain and technology serving smart agriculture, environment, disaster risk management, traceability.
Creating a new growth platform
Along with applying technology, Hung Yen is creating long-term foundations for S&T and innovation. Notably, the Project to establish Hung Yen High-Tech Park has been approved by the Prime Minister in Decision No. 1499/QD-TTg dated June 8, 2026. The province is also developing a Project to improve the Local Innovation Index (PII) for the period 2026-2030 and a Project to build a Hung Yen province innovation ecosystem for the period 2026-2030, with a vision to 2045.
In the period 2021-2025, Hung Yen allocated nearly 1,700 billion VND of budget for S&T, innovation and digital transformation development, 6.2 times higher than the period 2016-2020. The province sets a target that by 2030, the digital economy will account for about 30% of GRDP; the contribution of total factor productivity (TFP) to economic growth strives to reach over 45%; 100% of large enterprises and over 70% of medium-sized enterprises apply advanced technology in production and business.
According to Ms. Thai Thi Thu Huong - Director of the Department of Science and Technology of Hung Yen province, the Department continues to advise on building mechanisms and policies to encourage businesses to invest in S&T and innovation; and at the same time propose policies to attract and value talents, especially in high-tech and strategic technology fields.
Along with that, the province focuses on training human resources, improving the ability to master technology for officials, civil servants, public employees and workers; gradually completing policies to support businesses in researching, applying and innovating technology.
From these steps, KHCN, ĐMST and CĐS in Hung Yen are gradually forming an ecosystem in which data, technology, people and businesses participate in creating value.
Bringing Resolution 57 into life is therefore not only completing the assigned tasks, but also opening up new development methods for Hung Yen - relying more on knowledge, technology and creativity, creating a foundation for the province to aim to become a modern industrial province by 2035.
