The Ministry of Science and Technology has issued Decision No. 1398/QD-BKHCN dated February 26, 2026 on the Plan to promote the implementation of IPv6 conversion, implementing IPv6 only in 2026.

According to the plan, the goal is to achieve an IPv6 usage rate of 72% in Vietnam, while continuing to maintain its position in the group of leading countries in IPv6 transformation globally.

The plan requires telecommunications and Internet service providers to comprehensively deploy IPv6 for network infrastructure and broadband Internet services. Businesses implement IPv6 planning and provision for customers, support IPv6 conversion, IPv6 only for agencies, units, and businesses.

Regarding key tasks, the plan clearly states the testing, piloting and expansion of IPv6 only on the Vietnamese Internet. This activity is carried out at broadband Internet networks and services of enterprises such as Viettel, VNPT, MobiFone, FPT.

At the same time, the plan also pilots the deployment of IPv6 only for the access network of state agencies, including information technology centers, digital transformation units of ministries, branches and local science and technology departments.

For data center, cloud computing, hosting and content enterprises, the plan requires building an IPv6 deployment roadmap, IPv6 only for network infrastructure and services. Deployment units provide default IPv6 for customers using cloud and hosting services.

The plan also requires IPv6 conversion and maintenance of IPv6 operation for online newspaper systems, social networks, television and online content platforms.

In addition, the Ministry of Science and Technology will issue a set of criteria to assess the level of IPv6 deployment, IPv6 only for agencies, units, and businesses. A monitoring and data sharing mechanism is also built to support monitoring and evaluating the current status of IPv6 deployment for networks and services.

Regarding support work, the plan mentions organizing IPv6 training programs for agencies, units, and businesses; deploying activities to guide and advise on IPv6 conversion. Conferences and seminars on IPv6, IPv6 only will also be organized.

The decision takes effect from the date of signing. Agencies and units under the Ministry of Science and Technology, Vietnam Internet Center, ministries, branches, localities and related enterprises are responsible for organizing the implementation.
