
On the morning of November 13, the Ministry of Science and Technology (KHCN) held a training conference on decentralization, delegation of authority and division of authority in the field of state management, connecting directly and online to 34 provinces and cities at the same level as communes and wards nationwide.
Deputy Minister Bui The Duy emphasized that the tasks assigned by the Prime Minister will be carried out by the Ministry of Science and Technology, tasks under the authority of the Ministry will be decentralized to the People's Committee and Departments, and some tasks will even be directly assigned to the commune level for implementation.
In the official announcement, the Ministry of Science and Technology announced the decentralization, delegation of authority, and division of authority of 103 tasks to localities, of which 7 tasks are divided in authority and 96 tasks are decentralized. This is an important step to bring public services closer to the people, streamline the apparatus, and improve the effectiveness and efficiency of state management.
The Ministry affirmed that the consistent goal is to support localities in carrying out tasks proactively, while maintaining synchronization and effective management in the field of science and technology. However, implementation is not easy. Many localities have expressed concerns about the implementation capability, some places even want to return the right to the Ministry due to work pressure and lack of resources.

The restructuring of the administrative apparatus has caused a significant increase in the workload at the local level. The commune level - where many new tasks are assigned, is also facing great challenges in terms of professional capacity and practical experience.
To solve this situation, the Ministry of Science and Technology has compiled a set of guiding documents of nearly 300 pages, presented briefly and easily reviewedly, in which each administrative procedure and each decentralization content has specific instructions, considered as a professional handbook for grassroots cadres. The Ministry also organizes in-depth training conferences and sends staff from Departments and Departments directly to localities to provide practical guidance and handle practical records.
Deputy Minister Bui The Duy emphasized: Departments and heads need to actively support and guide local cadres in the implementation process so that all work is carried out thoroughly. The Ministry will always accompany the locality, find solutions together, and not back down.
In addition, the transfer of power must be accompanied by clear tools, data, processes and practical support, otherwise it will be inevitable that some localities want to return the rights. Ministries and localities also need to establish a mechanism for regular feedback and supervision to promptly remove obstacles and ensure quality implementation. Communicating to the people about the effectiveness of new public services after decentralization and delegation of power is an important step to create consensus and raise awareness of the effectiveness of state management.
Decentralization, delegation of authority and determination of authority in the field of science and technology are important steps to realize the goal of public services closer to the people and improve management efficiency. Although the implementation path still has many challenges, if synchronous training, support and actual support are provided, the opportunity for successful transition is real.
