On the morning of November 11, at the 4th Session (special session) of the 10th Da Nang City People's Council, Mr. Tran Nam Hung - Vice Chairman of the Da Nang City People's Committee assessed that the recent storm and flood was very big, with many shortcomings from forecasting to the direction and operation process, the City People's Committee has a policy to organize a thematic conference to evaluate, learn from experience and direct better implementation in the coming time.
The city's leaders acknowledged and highly appreciated the spirit and sense of responsibility of the entire political system, including the military and police forces, especially the grassroots authorities of communes and wards. The "four on-site" motto has been implemented very well and drastically, contributing to minimizing damage to people and property.
According to the City People's Committee, from the city to the communes and wards, all have developed scenarios and detailed plans for natural disaster situations, identified 11 major landslides and nearly 100 dangerous points, with specific lists of households. However, the natural disaster developments this year are very unusual, large-scale and fierce, causing many difficulties in forecasting.
Regarding the inter-reservoir operation process, the 1865 process has been approved by the Prime Minister after working with ministries, branches and experts. The city has supervised the operation, inspected the situation and confirmed that the hydropower plants are operating according to the correct procedures. However, the effectiveness of regulation is not high because this process reveals some limitations and is not suitable for practice.
According to regulations, when the lake's water level reaches a certain level, it is not discharged, while the downstream is still above alert level I, leading to pasitivity when welcoming the next flood. Mr. Hung said that he will coordinate with the Government and the Ministry of Agriculture and Rural Development to propose adjusting the 1865 process in a more flexible direction, giving more initiative to the Chairman of the city and the Chairman of the province.

"If hydropower owners or localities operate in violation of the process, causing damage to the people, they can be prosecuted for criminal liability," Mr. Tran Nam Hung emphasized.
Regarding funding, Mr. Hung affirmed that localities are allowed to proactively use their own budgets to respond, without needing permission, then the city will rebalance. Recently, the city budget has supported communes and wards with more than 121 billion VND to spend on two contents: directly supporting people affected by natural disasters and repairing emergency infrastructure after natural disasters.
Regarding rescue vehicles, the city has mobilized social resources, calling on volunteer groups to support about 70 small boats for rescue. However, the quantity is not enough. The city plans to equip each commune and central ward with at least 2 small boats to proactively respond to floods next year.
In the coming time, Da Nang will also propose the Central Government to support about 2,000 billion VND to resettle landslide areas, invest in anti-landslide embankments and study and issue a thematic resolution on storm and flood prevention, aiming at fundamental, long-term solutions for people.
